Dear Mayor Haws:
This letter is to formally confirm our verbal agreement concerning the removal of tracks, ties and
road crossing protection devices from the Redlands Subdivision beginning just west of Wabash
Avenue to just west of Lincoln Street. The track removal from this section is required due to the
wash-out of two sections of the railroad roadbed caused by the diversion of heavy storm runoff
resulting from improvements at the intersection of Colton Avenue and Wabash Avenue.
The City of Redlands has agreed that once removal of the track and ties has been completed, the
City will, at its own expense, rebuild the washed-out roadbed portions to the satisfaction of
SANBAG. The City will also prepare, at its own expense, a course for future surface runoff to
follow along the railroad right-of-way from Wabash Avenue to the intersection with the Zanja at
Lincoln Street. In doing so, the City will place rip rack along the course where needed to protect
the roadbed from any further erosion. The City will be required to obtain a Right of Entry permit
from the Los Angeles County Metropolitan Transportation Authority (LACMTA) prior to
initiating any work.
The Burlington Northern and Santa Fe (BNSF) filed for abandonment of freight service between
MP 9.48 and MP 11.40 with the Surface Transportation Board (STB) on December 17, 2002
(STB Docket No. AB-6 (Sub-No. 398X)). SANBAG has approached BNSF to conclude their
abandonment proceedings as soon as possible. On or about October 7, 2003, SANBAG, at its
own expense, will file with the STB for its abandonment of the residual common carrier status
over this same section (STB Docket No. 416 (Sub-No. 3X)). STB's approval of both
abandonment proceedings will insure that future freight service will not be provided in that
section and allow for the removal to track, ties and grade crossing protection devises.

SANBAG initiated an RFP process for the removal of the tracks, ties and grade crossing
protection devices between Wabash Avenue and Lincoln Street. The selected salvage company
will remove everything except the grade crossing devices at Dearborn Street which will be
removed by the Southern California Regional Rail Authority. Tracks and ties will be removed
from the street sections of Dearborn Street, Sylvan Boulevard and Lincoln Street.
SANBAG received two bids in response to the RFP, A & K Railroad Materials was the low bid
at $36,750 and F.I.T.E. Corporation's bid was for $54,780. The A&K Railroad Materials bid
indicated that $18,250 is the estimate for removal of track, ties and grade crossing protection
devices at Sylvan Blvd. and Lincoln Street and $18,500 is the estimate for repaving of the
Dearborn Street, Sylvan Boulevard and Lincoln Street grade crossings. SANBAG will pay for
the track, ties and grade crossing devices. The City of Redlands agrees to pay SANBAG for the
contractor's cost of street repairs at the three grade crossings. SANBAG understands that the
City will need to amend its 5-year Measure I plan to include the necessary funding.
SANBAG staff will be recommending award to A & K Railroad Materials at its October 80i
Commuter Rail Committee meeting and November 50i Board meeting. The City of Redlands'
concurrence below of the above will be needed prior to the November SANBAG Board meeting.
