"AGREEMENT TO FORM A TASK FORCE TO EVALUATE THE IMPACT OF
TOTAL INORGANIC NITROGEN AND TOTAL DISSOLVED SOLIDS
ON WATER RESOURCES IN THE SANTA ANA RIVER
WATERSHED (TIN AND TDS STUDY)"
FOR ADDING NEW MEMBERS
Pursuant to Paragraph 11.3.b. of that certain Task Force Agreement entitled,
"Agreement to Form a Task force to Evaluate the Impact of Total Inorganic Nitrogen
and Total Dissolved Solids on Water Resources in the Santa Ana River Watershed",
dated December 19, 1995, attached hereto as Exhibit A to this Amendment, the
AGENCIES hereby agree to allow the following agencies (the "Additional Agencies") to
become members of the Task Force, subject to the financial contributions as set forth in
Exhibit B to this Amendment, which supersedes Exhibit B of the Task Force Agreement:
Chino Basin Municipal Water District
Chino Basin Water Conservation District
Chino Basin Watermaster
City of Corona
County Sanitation Districts of Orange County
Eastern Municipal Water District
Elsinore Valley Municipal Water District
West San Bernardino County Water District
Except as otherwise expressly amended herein, all of the terms, conditions, and
provisions of the Task Force Agreement shall continue in full force and effect, and the
Additional Agencies agree to comply with and be bound thereto.
EXHIBIT B
TASK FORCE BUDGET
(AMENDMENT NO. 1)

1, Initial Contributions, Each of the AGENCIES shalll make an initial contribution of
$4,950-00 to the activities of the Task Force immediately upon execution of this
Agreement. This contribution is to be delivered to SAWPA for the benefit of the Task
Force to fund the beginning work of the Study.
2. Study Contributions, In order to participate in the activities of the Task Force,
each AGENCY shall appropriate and deliver to SAWPA its agreed upon share of the
funding. The AGENCIES specifically recognize that each AGENCY's agreed-upon
share is determined by that AGENCY's Board of Directors, who are the signatories to
this Agreement.
3, Distribution of Contributions. The total cost of the Study will be prorated in the
following manner:
a. Funds obtained from any source other than a member AGENCY of SAWPA
or a member AGENCY of the Santa Ana River Dischargers Association (SARDA) will
be subtracted from the total cost of the to-date authorized work., such as Tasks 1 and 2
total,
b. The remaining balance will be divided 50%-50% between SAV1JPA and

c. The participating SARDA AGENCIES determined that their AGENCY's share
would be based on an initial fee of $35,000 and the remaining balance would be
computed based on wastewater flow amounts as determined by SARDA.
d. The participating SAWPA AGENCIES determined that their AGENCY's share
would be based on equal cost, which could be offset by an in-kind contribution directly
related to the Study that would otherwise have resulted in a direct expense to a
consultant.
e, Funds appropriated by each AGENCY to the activities of the Task Force shall
be expended only for the purposes expressed in this Agreement. Funds shall be
deposited in a restricted, interest-bearing account for the benefit of the Task Force,
administered by SA DA. Funds shall be strictly accounted to each AGENCY. Upon
termination of the Agreement and the activities of the Task Force, any funds not used
shall be returned to the AGENCIES in proportion to their contribution.

Redlands 6,52%; Rialto 6.87%; Riverside 35,66%, San Bernardino 26,30%
and YVVVD 2,96%.
