SUBJECT: AGREEMENT WITH SAN BERNARDINO COUNTYWIDE GANGS
AND DRUGS TASK FORCE
RECOMMENDATION:
Approve$10,000 agreement with the San Bernardino Countywide Gangs and
Drugs Task Force to upgrade gangs and drugs database hardware.
BACKGROUND INFORMATION:
The San Bernardino Countywide Gangs and Drugs Task Force is a non-profit
corporation whose membership includes mayors and police chiefs of several cities
in the County, as well as Sheriff Tidwell and Supervisor Barbara Cram Riordan.
The Task Force is currentlyraising funds to provide these cities with upgraded
computer equipment that will allow them to access the Los Anqeles
Police/Sheriff's Department Drug and Gang Database. Approval of this
agreement will partially fund these upgrades.
REVIEW BY OTHER DEPARTMENTS:
This agreement has been reviewed by County Counsel (Ron Reitz).
FINANCIAL IMPACT:
Funds are included in the adopted FY 1989-90 budget.

IT IS HEREBY AGREED AS FOLLOWS:

for performance or completion, determination of satisfactory performance and cause for termination, other terms and
conditions,and attach plans,specifications,and addenda, if any.
This agreement is between the County of San Bernardino, hereinafter referred to as "COUNTY-,
and the San Bernardino Countywide Gangs and Drugs Task Force, hereinafter referred to as
"CONTRACTOR".
WHEREAS,COUNTY recognizes the importance of supporting the implementation and
expansion of programs through this non-profit corporation in the County of San Bernardino as a
means of enhancing the quality of life and intergovernmental cooperation within the County;
and
WHEREAS, COUNTY recognizes CONTRACTOR as a facilitator of teamwork and
cooperation among county law enforcement agencies in the area of gang and drug prevention;
WHEREAS, COUNTY desires to assist in expanding and improving law enforcement
efforts in combatting gang and drug activities; and
NOW,THEREFORE,the parties agree as follows:
1990. 1. The term of this agreement shall be from the date of its execution until June 30,
2. The COUNTY agrees that within thirty (30) days from date of execution of this
agreement, it will pay ten thousand dollars ($10,000) to CONTRACTOR as set forth in this
agreement.
I CONTRACTOR agrees to assist in computer upgrades that will allow the COUNTY
and cities within the County to access the Los Angeles Police/Sheriffs Department Drug and
Gang Database and to improve communications anTcoordination among local law enforcement
agencies.

4. The CONTRACTOR agrees to use these funds only for the purpose of defraying
the cost of the aforementioned activities.
5. The CONTRACTOR agrees that in implementing this agreement, it will comply
with all of the criteria set forth in this agreement and cooperate with any representative and
that it will mention the County of San Bernardino whenever possible in connection with
activities involving expenditures of funds provided by this agreement.
6. The CONTRACTOR agrees to Provide adequate records of all expenditures and
activities pursuant to this agreement, and shall disclose such records upon request of
representative responsible for monitoring work done pursuant to this agreement.
7. The CONTRACTOR agrees to indemnify and hold harmless the COUNTY, its
officers, agents and employees from all claims, losses and liability which may arise from any act
or omission by the CONTRACTOR,its agents or employees in the performance of this agreement.
8. The CONTRACTOR agrees to comply with any applicable policies of the San
Bernardino County Affirmative Action Compliance.
9. In carrying out the provisions of this agreement, CONTRACTOR shall act as an
independent contractor.
10. The COUNTY may terminate this agreement at any timeupon given ten days
written notice to CONTRACTOR. Upon such termination, CONTRACTOR shall return to COUNTY
any funds not expended or committed to expenditure by a binding contractual agreement at
date of termination. The County Administrative Officer shall have full authority and discretion
to exercise COUNTY'S rights under this paragraph.
