Certificate of Interest
The City of Redlands does hereby state an interest in exploring the benefits of joining the
County of San Bernardino HOME Consortium, starting in Fiscal Years 2000.
Execution of this Certificate of Interest in no way binds or commits the city to participate
in the County HOME Consortium. This Notice of Interest is intended to satisfy the
Housing and Urban Development (HUD) statutory requirement to identify all potential
Consortium participants prior to March 1, 1999.

The County of San Bernardino Department of Economic and Community Development (ECD) is
preparing a new HOME Consortium Agreement. The new agreement will be for a period of
three years, starting July 1, 2000, and ending June 30, 2003. The first step in this procedure
requires the County to notify Housing and Community Development (HUD) of all potential
Consortium Members prior to March 1, 1999.
As an existing HOME Consortium Member the City of Redlands benefits from the availability of
HOME funds which would otherwise be redistributed by HUD nationally. Membership in the
San Bernardino County HOME Consortium will insure that HOME funds continue to be made
available to your residences and Community Housing Development Organizations (CHDO's).
Consortium member cities can take advantage of four well established programs, all managed,
staffed and currently in operation, including:
L HOME Homeownership Assistance Program (HAP) — A silent second trust deed
program for low-income buyers.
2. HOME Tenant Based Assistance (TBA) Program — Contains both a tenant based
rental assistance and deposit assistance component.
3. HOME Rental Property Acquisition and Rehabilitation Program — Provides low
interest loans to acquire and/or rehabilitate existing rental property in exchange for
affordable rental units.
4. HOME Community Housing Development Organization Program (CHDO) — Funds
affordable housing developed, sponsored or owned by non-profits which have been
certified as community housing development organizations.

If you are interested in continuing as a member of the County HOME Consortiurn or
would like to meet with ECD staff to learn more about the consortium process or HOME
funded programs, please complete the attached interest form. This will not obligate the
City to participate in the new Consortium agreement, but will be used to notify HUD of
those cities with a potential interest in the County Consortium. Cities not included on our
list of potential Consortium members will not be eligible for inclusion in the Consortium
for Fiscal Year 2000. All forms must be received by February 24, 1999, to allow
adequate time for the County to satisfy HUD submittal deadlines.
