Thanks...Bea "Agreement - San Bernardino County Flood Control District - On motion of Councilmember George, seconded by Councilmember Gil, the City Council unanimously approved a letter of agreement with the San Bernardino County Flood Control District in conjunction with:the Fire Department's submission of a pre-disaster mitigation grant_application to the Department of Homeland Security/Federal Emergency Management Agency for a project entitled "Redlands U-VAIN" (Redlands Urban tildland Interface Network), and authorized the City Attorney to work with staff to prepare an agreement for execution by the Mayor and City Clerk." COUNCIL AGENDA ITEM (2 —13 COUNCIL MEETING OF 09/07/04 REQUEST FOR COUNCIL ACTION SUBJECT: Request to Recommend Approval of a Letter of Agreement with San Bernardino County Flood Control Dist diativewent of a Pre- Disaster Disaster Mitigation Measure and t: uthorize the City"Attorn work W' with staff to prepare an agreeme t for execution by the Mayor. t ;t ement with S ardino MOTION: I move to recommend approval of a Lette ard County Flood Control District and to authorize the City Attorney to work with staff to prepare an agreement for execution by the Mayor. DISCUSSION: With the approval of the City Council, the Redlands Fire Department submitted a Pre-Disaster Mitigation Grant Application to the Department of Homeland Security/Federal Emergency Management Agency for a project entitled,"Redlands U-WIN" (Redlands Urban Wildland Interface Network). The City has been notified of pre-award status, pending receipt of information and documents related to the project. One of the components of the application is to reinstitute the original Redlands Firesafe 2000 grant that provides homeowners residing in the Urban Wildland Interface area with "seed" money to plant fire-resistant landscaping at their home sites. Another component of the application is to enhance an existing trails system already designed as an element of the San Timoteo Creek project currently under construction by the USACE and San Bernardino County Flood Control District. Enhancement includes the addition of decomposed granite on the trail system from the point of beginning at San Timoteo,Canyon Road at the bridge and railroad track crossing to the point of terminus approximately 4500 feet east. The City and San Bernardino County Flood Control District seek to extend the trail and its mitigation enhancement another 5,050 feet to Alessandro Road. The proposal will serve as a fuel modification break and easy access for fire apparatus,and as an enhanced maintenance road for San Bernardino County Flood Control District. It will also provide an ecologically sensitive and aesthetic trails system in conformance with project requirements. In order to accept this grant funding and proceed with the project,FEMA is requiring assurances in the form of a Letter of Agreement between the City of Redlands and San Bernardino County Flood Control District. The City Attorney will work with staffto develop the agreement in a manner that meets the FEMA acceptance deadline of September 20,2004. San Bernardino County Flood Control District is supportive of the proposal. ALTERNATIVES: The Council may accept, modify or reject this request. If the request is granted, staff will proceed with the project as proposed. If the request is rejected, staff will notify FEMA that the City will reject$61,500.00 of the grant, but maintain the balance of the grant for the Redlands Firesafe 2000 element.
