Citrus Avenue Redlands, CA 92373 �� Dear Chief Mills: In accordance with our dispatch service agreement, the Office of Management Services {OMS} is informing you of your estimated 1989-90 dispatch charges, to be effective July 1, 1989. The costs for your agency are computed in accordance with Schedule A of the Agreement and costs are set forth on a revised Attachment 1 enclosed with this letter. There are two cost changes that are noteworthy. First, salary and benefit costs are lower because of improved overtime management and because the net cost for MOU and reclassification changes was less than originally projected. Secondly, "Common Equipment" costs that were only reported in 1988/89 will be billed in 1989/90. You will note that no cost is included for "CAU Service Charges" or for "CAD End-User Charges. " Due to the turnover of the key County Fire Agency and Fire Warden manage- ment and Fire CAD Coordinators, the County is still working on the details of Fire CAD coordination and policies. OMS is continuing to provide essential "survival" services and incurring associated costs. Hopefully, these matters will be resolved soon. OMS has estimated that the net OMS support and Fire CAD Coordinator costs would be approximately $428,789 in 1989/90. Assuming total Fire CAD incidents are 51,400, the incident CAD cost would be $8.34. Your 1988 incident count was tabulated at 4,610 therefore, you could expect that your share of the CAD cost to be around $38,447.40 for 1989/90. It is important to note that you may incur end-user costs in addition to the $8.34/ incident estimate above. These end-user costs would be for terminal/printer access to CAD and use of the computer system for special needs. You should plan on receiving an amendment to Attachment 1 as soon as County Fire CAD Coordination arrangements are worked out. Your 1989/90 share of cost for Fire CAD support (excluding end-user terminals/printers or special services) is not expected to be more than the Mount estimated above for 1989/90. Sincerely, M. J. Tne principal dispatch activity is for fire-related emergencies. Emergency fire dispatch operationsarelocated at tne County's new Emergency Operations Center in Rialto. Tnese contracts nave been revised to provide for standard terms, conditions and service fees for services to all agencies. COORDINATION: Tne Standard Contracts nave been coordinated witn tne County Administrative Office and Special Districts, and approved by County Counsel as to legal form. AGENCY shall provide any and all base station, mobile, portable, handheld paging, monitoring or other equipment devices required for its own local operation. Such equipment shall remain the property of AGENCY. 2. Any equipment or devices needed in the 'Communications Center or at other locations specifically for the rendering of services under this contract which are used primarily for AGENCY benefit or operation shall be provided by AGENCY at no cost to COUNTY. 4. Compensation For this service the AGENCY shall pay to the COUNTY, on December 1 and April 1 of each year, a sum of money for actual service listed and estimated on Schedule A and Attachment 1 attached to this Agreement. Costs will be based upon prior year workload data experience, adjusted to reflect annual percentage change for staffing and common equipment costs. The annual charges provided hereunder shall be computed by the COUNTY in January of each year. Written notification of any change shall be given to AGENCY by January 31, for the effective date of July 1, of the calendar year. Failure to give notice by January 31 shall not prohibit such changes from being adopted for any year provided notice is given not later than March 31. The COUNTY shall make a reasonable effort to assure such notice is given by January 31. S. Term The term of this agreement shall commence on July 1, and continue thereafter until terminated as hereinafter provided. Either party may terminate this agreement, as of June 30 of any year, by giving five (5) months advance notice to the other Party of its intent to so terminate this agreement. This agreement may be amended at any time by mutual consent. 6. Assignment Neither party hereto shall have the right to assign this contract without prior written consent of the other party, and any assignment made without such written consent shall be null and void. 7. Conditions AGENCY will hold harmless, indemnify and defend the COUNTY against all claims, demands, suits, judgements, expenses and costs of any and every kind, insofar as it may legally do so, occurring or resulting from negligent or wrongful act or omission of the officers, agents or employees of the indemnifying party in the performance of this agreement.
