Approve the ADC Vector Monitoring Project Contract with the City of Redlands, in the amount of $20,348.00. 2. Approve increase in revenue appropriation for the Department of Public Health in the amount of $20,348.00. BACKGROUND INFORMATION: The City of Redlands has required the Department of Public Health Vector Control Program to Provide vector surveilh,- ;e at their California Street Landfill. A Year-10119 monitoring project report is a conditional requirement prior to the final approval for the continued use of the tested Alternative Daily Cover in accordance to specified performance standards as per 14 CCR Section 17683. REASON FOR RECOMMENDATION: Approval of the contract will allow the County to provide a year-long monitoring project,a requirement prior to the final approval for the continued use of the ADC testing. REVIEW BY OTHERS: City Of Redlands contract has been reviewed by Deputy County Counsel Susan L. Nash;Third District Supervisorial staff,and Risk Management FINANCIAL DATA: Approval of Contract imposes no additional cost to the County. AGREEMENT This Agreement, effective when signed by both parties, is by and between the County of San Bernardino, a political subdivision of the State of California, hereinafter designated as COUNTY, and the City of Redlands, a municipal corporation, hereinafter designated as CITY: WITNESSTH WHEREAS, the San Bernardino County Vector Control Program (SBCVCP) of COUNTY is prepared to conduct vector surveillance, and CITY desires to arrange for such a program within its boundaries for the Alternative Daily Cover Program to be conducted at its California Street Landfill, THEREFORE, it is agreed and covenanted by these parties as follows- Oz 12311 000 Rev, 11 191 Page of 4 COUNTY shall, by and through its SBCVCP: 1. Provide vector surveys for compliance with Performance Standards as set forth in Title 14, California Code of Regulations (§ 17683), within the City of Redlands (Attachment A). 2. Provide a twelve (12) month vector surveillance at the California Street Landfill, in accordance with the Solid Waste Performance Standards, Vector Monitoring Project (Attachment B). 3. The Survey will commence on a date designated by the CITY, the COUNTY will provide the CITY a tentative schedule for monitoring services, upon receipt of the notice to proceed from the CITY. 4. Provide to CITY and San Bernardino County LEA monthly summary reports evaluating weekly data collection. 5. The COUNTY agrees to indemnify and hold harmless the CITY and their authorized agents, officers, volunteers and employees against any and all claims or actions arising from COUNTY'S negligent acts or omissions on account of any claim therefore. 6. The COUNTY shall invoice the CITY within thirty (30) days following the close of each month by submitting an invoice indicating in labor hours the work performed. The COUNTY will invoice the CITY for materials required for the annual monitoring, as shown in Attachment B, on the first invoice. Payments by the CITY to the COUNTY shall be made within thirty (30) days after receipt and approval of the invoice. Pay to COUNTY the amount not to exceed twenty thousand three hundred forty-eight dollars ($20,348.00) for the twelve month program in return for the services provided by COUNTY under this agreement. Payment for all services shall be based on a time and materials basis at the hourly rate of fifty-two dollars ($52.00 ) per hour. The hourly estimates for weekly and monthly time are shown in Attachment B, unless the scope of services is agreed to in writing by the CITY and the COUNTY. 2. The CITY has designated Valorie Shatynski, Solid Waste Manager, as the contact for all correspondence and field coordinator for the services within this contract. 3. The CITY agrees to indemnify and hold harmless the COUNTY and their authorized agents, officers, volunteers and employees against any and all claims or actions arising from CITY acts or omissions and for any costs or expenses incurred by the COUNTY or CITY on account of any claim therefore. III 1. Either party to this Agreement may terminate this Agreement after thirty (30) days written notice of termination. In the event of termination, COUNTY shall be entitled to receive from CITY payment for services rendered through the date of termination. 2.
