RECITALS A. The South Coast Air Quality Management District (hereinafter "SCAQMD") and the City of Redlands (hereinafter "CONTRACTOR") have previously executed a Contract No. MS1 1067 to expand an existing LCNG and LNG fueling station, B, CONTRACTOR released an RFP for the fueling station expansion work and only received one response. CONTRACTOR prefers to adjust and re-release their RFP. CONTRACTOR has requested a one-year extension to the term of the Contract to allow for the required five years of fueling station operation. Therefore, a modification to this Contract is necessary to extend the date by which performance must be completed. 2. MODIFICATION - The parties therefore agree to modify the existing Contract, at no additional cost to SCAQMD, as follows: A. The term of this Contract is extended for an additional period commencing November 24, 2018 and terminating November 23, 2019. B. Attachment 1A - Statement of Work, attached hereto and included herein by this reference, supersedes the original Statement of Work. C. All other provisions of the above-referenced Contract shall remain in full force and effect. Hughbanks,Procurement Manager By: I'Mod ,on ;t Revised February 20,2 Attachment IA Statement of Work City of Redlands Hereinafter referred to as CONTRACTOR Contract Number IVISI 1067A Project Description CONTRACTOR shall expand their existing public access liquefied compressed natural gas (LCNG) and liquefied natural gas (LNG) fueling station located at 1270 West Park Avenue, Redlands, California and operate this station for a minimum of five years. Statement of Work CONTRACTOR shall expand their existing LCNG and LNG fueling station located at 1270 West Park Avenue, Redlands, California, as specified in Attachment 3, Fueling Station Specifications. All equipment must be new and not previously used. CONTRACTOR shall operate this station at the specified location for a minimum of five years from the date the station begins dispensing fuel. Throughput Requirement: Beginning with the third year of expanded station operation, CONTRACTOR shall dispense a minimum of 177,196 gasoline gallon equivalents of natural gas annually, combining LNG and LCNG dispensed. Promotion CONTRACTOR shall prepare and submit a proposed Public Outreach Plan to promote the MSRC's co-funding of the station expansion to the media and/or community. Acceptable outreach may include, but is not limited to, a Grand Opening/project kickoff event, press releases, or a press conference. The Public Outreach Plan shall automatically be deemed approved 30 days following receipt by AQMD staff, unless AQMD staff notify CONTRACTOR in writing of a Public Outreach Plan deficiency. CONTRACTOR shall implement the approved Public Outreach Plan in accordance with the Project Schedule below, notifying AQMD staff at least fourteen days prior to any outreach event. Project Schedule(based on date of Contract execution) Task Completion Select and secure design contractor Month -517 Select and secure construction contractor Month 1022 Submit Outreach Plan Month-7-19 Purchase equipment, construct station and Month 4&27 commence operations Implement Public Outreach Plan Month 4429 Quarterly reports Months 4, 7, 10,-aq4 13, 16, 19, 22 and 25 Final Report Month 4930 Annual Reports Annually for 5 years Attachment 1 A Statement of Work -continued City of Redlands Hereinafter referred to as CONTRACTOR Contract Number MSI 10 7A Hardware: LCNG Fueling Station Equipment Reports Quarterly Reports: Through commencement of station operation in its expanded capacity, CONTRACTOR shall provide quarterly progress reports that summarize the project results to date including, but not limited to: equipment acquisition; achievement of milestones; station activity; preliminary findings and recommendations for completion of contract; and any project delays or problems and solutions. Progress Reports that do not comply will be returned to the CONTRACTOR as inadequate. Annual Reports: On an annual basis for a period of five years following commencement of station operation in its expanded capacity, CONTRACTOR shall report the annual amounts of LCNG and LNG dispensed. Final Report: A final report shall be submitted by the CONTRACTOR in the format provided by, and in the manner directed by, AQMD staff. Report shall include, at a minimum: a) an executive summary; b) a detailed discussion of the results and conclusions of this project; e) photos illustrating the project, including at least one photo with MSRC decal clearly visible; and d) any media/outreach materials and news clippings generated by the project. CONTRACTOR will identify any barriers encountered and solutions developed to overcome the barriers, as well as impact on near and long terra alternative fuel vehicle goals. The MSRC will provide at least 30 days' notice if CONTRACTOR will be required to prepare and present the final report at a meeting of the MSRC. 2
