A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDLANDS
AUTHORIZING THE CITY MANAGER/DIRECTOR OF EMERGENCY SERVICES,
OR THE CITY MANAGER'S DESIGNEE, TO EXECUTE CERTIFICATIONS AND
OTHER NECESSARY AND RELATED DOCUMENTS TO RECEIVE CORONAVIRUS
STATE AND LOCAL FISCAL RECOVERY FUND ESTABLISHED BY THE
AMERICAN RESCUE PLAN ACT FROM THE U.S. DEPARTMENT OF TREASURY
WHEREAS, the city of Redlands ("City") is eligible to receive an allocation of
Coronavirus State and Local Fiscal Recovery Funds ("Fund") established by the American
Rescue Plan Act from the U.S. Department of Treasury ("Treasury"); and
WHEREAS, on May 10, 2021, the Treasury announced the launch of the Coronavirus
State and Local Fiscal Recovery Funds, established under the American Rescue Plan Act to
provide $350 billion in emergency funding for state, local territorial, and Tribal governments;
and
WHEREAS, the City is eligible to receive $11.5 million from the Coronavirus State and
Local Fiscal Recovery Funds to respond to acute pandemic -response needs, fill revenue
shortfalls among state and local governments, and support communities and populations hardest-
hit by the COVID-19 crisis; and
WHEREAS, the City Council of the City of Redlands desires to apply for receipt of its
direct Fund allocation from the U.S. Department of Treasury. and
WHEREAS, the City wishes to delegate authorization to execute certifications and other
necessary and related documents with the U.S. Department of Treasury in order for the City to
receive its allocation of the Fund; and
WHEREAS, execution of certifications and other necessary and related documents for
receipt of the Fund is not subject to environmental review in accordance with Section
15061(b)(3) of the State Guidelines implementing the California Environmental Quality Act;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF REDLANDS AS FOLLOWS.
Section 1 The City Council authorizes the City Manager/Director of Emergency
Services, or the City Manager's designee, to execute all certifications and other necessary and
related documents with the U.S. Department of Treasury for the City's allocation of Coronavirus
State and Local Fiscal Recovery Funds.
