This was conducted as a teleconference meeting in the City Council Chambers, Civic Center, 35 Cajon
Street, Redlands, California Mayor Pro Tempore Davis, Council Member Tejeda and Council Member
Momberger were present via teleconferencing All votes during the meetings were conducted by roll call
In compliance with public health recommendations to limit public gatherings during the Covid-19
pandemic and acting as the City of Redlands Emergency Services Director, City Manager Charles M
Duggan Jr , directed meetings of the City Council/Successor Agency of the former Redevelopment Agency
of the City of Redlands be closed to the public until further notice or until the current local State of
Emergency has been lifted The City Council will continue to meet to conduct essential business Public
comments, up to 250 words and received by 5 00 P M the day before the meeting, were read aloud by the
City Clerk
Mayor Foster called the meeting to order at 5 00 P M and a quorum was established

pledge of allegiance to the American flag

CLOSED SESSION REPORT
City Attorney McHugh announced that no reportable action was taken during the closed session
PUBLIC COMMENT
Comments received by 5 00 P M the day before the meeting were read into the public record at the
beginning of the meeting Comments related to specific agenda items are incorporated into the item
discussion
Perchlorate & Thyroid Cancer Awareness - Amanda Frye announced September is Thyroid Cancer
Awareness month She raised concerns with Redlands water wells and referenced a San Bernardino
County Sentinel article which indicated there are lingering perchlorate lurking in City water wells She
stated perchlorate are chemicals known to be thyroid disrupters implicated in causing thyroid cancer and
other thyroid disorders The Sentinel reported a decade of failure to eliminate the perchlorate tainted
plume in the Redlands water supply has resulted in tainted water being mixed with other water to dilute
the perchlorate levels
High Fire Hazard Zone - Jack Vander Woude complained his insurance company has now determined his
property is in a high fire hazard zone, due to a neighboring property at the corner of Sophia &
Buckingham The new designation, he said, is no fault of his own, and he questioned whether the City has
cited the property owner for lack of compliance for weed abatement or has ordered the site to be properly
disked and cleaned
Backboard/Basketball Renovations - Eddie Sanchez and James Albert urged the Council to complete the
backboard/basketball renovations, stating that public basketball courts are community building spaces,
especially for youth and athletes, and they provide a space where life lessons are learned and community
identities are established
Pnnciples of Democracy - Dennis Bell stated that democracy is not a spectator sport and zoom is not
participatory democracy He claimed the City's commissions and boards were meeting in a vacuum and
this was no longer about health issues but about first amendment rights He suggested commission and
board meeting minutes should be posted on the City's website

On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously approved, by roll call vote, the minutes of the regular meeting of September 1, 2020

Settlement Agreement Disclosure
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously approved the public disclosure of details of an Agreement of Settlement and General
Release between the City of Redlands and Victoria Long, Travis Long, Colby Long and Christopher Long
Under the terms of the agreement, the City agrees to pay the Longs $15,000 00 to settle and dispose of
disputes and controversies associated with a civil action pending in the San Bernardino Superior Court and
entitled Victoria Long et al , v City of Redlands, et al , Case No CIVDS 1924676

Proclamation Purple Heart City
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously authonzed, by roll call vote, the issuance of a Proclamation declaring Redlands as a
designated Purple Heart City
Vote 5 - 0 Passed
Ordinance No 2915 Audible Burglary Alarms
As public comment, Andrew Beechko voiced concerns that Ordinance No 2915, relating to venfied
response requirements for audible burglary alarms, would eliminate many home alarm systems useless
unless there was third party verification He added this could mean homeowners will need to spend
thousands of dollars on system upgrades and increased monrtonng costs to protect their homes He urged
the Council to consider alternative programs such as charging homeowners for multiple false alarms
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously adopted, by roll call vote, Ordinance No 2915, amending Chapter 5 12 of
the Redlands Municipal Code relating to verified response requirements for audible burglary alarms

Automatic Aid Agreement City of Colton
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously approved, by roll call vote, the Automatic Aid Agreement and Operating Plan
between the City of Redlands and the City of Colton for the response to emergency incidents in each
other's jurisdictions

Automatic Aid Agreement City of Highland
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously approved, by roll call vote, the Automatic Aid Agreement and Operating Plan
between the City of Redlands and the City of Highland for the response to emergency incidents in each
other's jurisdictions

Automatic Aid Agreement City of Loma Linda
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously approved, by roll call vote, the Automatic Aid Agreement and Operating Plan
between the City of Redlands and the City of Loma Linda for the response to emergency incidents in each
other's jurisdictions

Bid Refection ADA Doors Improvement Protect
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously rejected, by roll call vote, all bids for the 18/19 Community Development Block
Grant (CDBG) Civic Center ADA Doors Improvement Project, Project No 43064 All bids received were
over the engineer's estimate of $70,000 and exceed available funding for the Project

Ordinance No 2906 Redlands Municipal Airport
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously adopted, by roll call vote, Ordinance No 2906, amending Chapter 12 56 of the
Redlands Municipal Code relating to the Redlands Municipal Airport

First Amendment to Agreement Landfill Phase 4 Expansion Protect
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously determined, by roll call vote, that approval of this amendment is exempt from
environmental review pursuant to Section 15061(b)(3) of the State's guidelines implementing the California
Environmental Quality Act because it can be seen with certainty that the amendment does not have the
possibility of having a significant effect on the environment, and approved the First Amendment to the
Professional Services Agreement with Geo-Logic Associates, Inc to extend the term of the Agreement
through the completion of the California Street Landfill Phase 4 expansion project

Resolution No 8134 Intent to Vacate Excess Right -of -Way
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously approved, by roll call vote, Resolution No 8134, declaring the City Council's
intention to vacate a 7-foot wide portion of excess right-of-way, approximately 168 linear feet in length, on
the west side of Iowa Street at 1702 West Park Avenue, at the request of DKC Architects Inc , the
Applicant, and determining that the proposed street vacation is exempt from environmental review pursuant
to Section 15061(b)(3) of the State's guidelines implementing the California Environmental Quality Act

Entitlement Water Exchange Agreements
On motion of Council Member Eddie Tejeda, seconded by Mayor Pro Tempore Denise Davis, the City
Council unanimously determined, by roll call vote, that approval of the agreements are exempt from
environmental review pursuant to Section 15061(b)(3) of the State's Guidelines implementing the
California Environmental Quality Act, and approved the Entitlement Water Exchange Agreements with
Sharon Cowan and Mohamed Ismail

NEW BUSINESS
Resolution No 8127 Five -Year Capital Protect Needs Analysis Adoption
Municipal Utilities and Engineenng Director Chow introduced Resolution No 8127, adopting a Measure
I, Five -Year Capital Project Needs Analysis (CPNA) The Measure I Strategic Plan requires each local
junsdiction receiving program revenues to annually adopt a CPNA program The CPNA outlines specific
regional projects and allows the City to request reimbursement from SBCTA from Measure I when each
of the listed projects are completed
Council Member Momberger recommended the Council consider amending the list of projects and
remove the street widening work proposed on Pioneer Ave from Furlow Dr to Texas St, Citrus Ave from

Dearborn St to Wabash Ave and San Bernardino Ave from Church St to Wabash Ave Her
objections included, wider streets cost more to maintain, they destroy a sense of community, they degrade
street safety and each of the proposed locations are near a school, where children will be walking She
stated there are many new studies that show widening does not ease congestion
Council Members raised several questions, including concerns of potential loss of funding if the three
projects were removed from the list, implications for streets that have some sections already widened on
either side which could create a traffic hazard in future years and recommendations for possible
substitution projects City Manager Duggan clarified staff would prepare responses to all the Council's
questions, so they can make a well-informed decision and Council Members agreed to table the item to a
future meeting
Automated Refuse Bin Containers
Staff requested this item be pulled from the agenda to be presented to the Council for consideration at a
future meeting

Chairman Foster called the Board of Directors of the Redlands Financing Authority to order
PUBLIC COMMENT
No public comments related to the Redlands Financing Authority were received by 5 00 P M the day
before the meeting
Minutes
On motion of Board Member Banch, seconded by Board Member Tejeda, the minutes of the regular
meeting on May 19, 2020 were unanimously approved
