This was conducted as a teleconference meeting in the City Council Chambers, Civic Center, 35 Cajon
Street, Redlands, California Mayor Pro Tempore Tejeda, and Council Members Foster, Davis and
Guzman -Lowery were present via teleconferencing All votes during the meetings were conducted by
roll call
In compliance with public health recommendations to limit public gatherings during the Covid-19
pandemic and acting as the City of Redlands Emergency Services Director, City Manager Charles M
Duggan Jr , directed meetings of the City Council/Successor Agency of the former Redevelopment
Agency of the City of Redlands be closed to the public until further notice or until the current local
State of Emergency has been lifted The City Council will continue to meet to conduct essential
business Public comments, up to 250 words and received by 5 00 P M the day before the meeting,
were read aloud by the City Clerk
Mayor Banch called the meeting to order at 5 00 P M and a quorum was established
PUBLIC COMMENT
Stephen Rogers referenced an email he sent to the SBCTA and the University of Redlands from last
year, and he expressed concern the City and the SBCTA are placing an unreasonable and unfair
financial burden upon the University with the March 2020 purchase involving the Redlands Passenger
Rail Project (RPRP) storm dram detention basin property and also their assuming the responsibility to
construct a 100 space parking lot for the RPRP University Station He added that both of these project
components were previously the responsibility of the City under their project agreements with the
SBCTA He wondered if this would be too big of a financial burden placed on the not -for -profit private
educational institution

The meeting reconvened at 6 00 P M with an invocation by Mayor Pro Tempore Tejeda followed by
the pledge of allegiance to the Amencan flag

City Attorney McHugh announced that no reportable action was taken during the closed session

Comments received by 5 00 P M the day before the meeting were read into the public record
Comments related to specific agenda items are incorporated into the item discussion
Mayor & Mayor Pro Tem Selection - Kathy Feeley, Jennifer Kim, Judith Cardenas, John and Valerie
Roach, Barbara Murray, Amy Moff Hudec, Edward Ferran, Kyle Ryan and Stephen Rogers
supported the proposal of a new mayoral rotation schedule as presented by Council Member Davis at
the December 15 and January 19 meetings They voiced disappointment with what they considered to
be mappropnate conduct of certain Council Members and urged all the Council to focus on the
issues, behave professionally and show the utmost respect for their colleagues rather than making
personal attacks

Council unanimously approved, by roll call vote, the minutes of the regular meeting of January 19,
2021

Proclamation Black History Month
Mayor Banch supported the Proclamation declaring the month of February to be Black History Month
in the City and was happy to sign the document Council Member Davis thanked Jina Imam, Kendall
Green and Karen Brandon for their efforts to update the proclamation, and she encouraged the City to
continue updating regularly and continue to fight for racial justice She highlighted a few key points of
the Proclamation, including the recognition of Dr Paulette Brown -Hinds and her team, in partnership
with Esn, who created the Mapping Black California initiative, which not only tells the story of Black
California, but provides a better understanding of the data and history of Black communities
throughout the state Additionally, there was recognition and celebration of a local group m 2020,

As public comment, Kathy Dean and Linda Meyer were in full support of the Proclamation Ms Dean
stated she was a little dismayed that it took the City so long to move itself into a more progressive
place, and she would like to see the City work to boost awareness of BIPOC Businesses and make the
community safe for all people Ms Meyer said that it is important to recognize the contributions that
Black people have made m Redlands specifically, because those contributions have gone unrecognized
for far too long She added that Black history is American history, and what lifts up Black Americans
lifts us all
On motion of Council Member Denise Davis, seconded by Council Member Jenna Guzman -Lowery,
the City Council unanimously authorized, by roll call vote, the issuance of a Proclamation declaring the
month of February to be Black History Month in the City of Redlands

H&SP Commissioner Appointments
On motion of Council Member Denise Davis, seconded by Council Member Paul Foster, the City
Council unanimously reappointed, by roll call vote, Greg Weissman to serve a four-year term on the
Historic and Scenic Preservation Commission ending January 18, 2025, and appointed Christine Hoar
and Justine Guidry to serve a four-year term on the Historic and Scenic Preservation Commission
ending January 18, 2025

Resolution No 8065 Local Emergency Report
Since the declaration of the local emergency, the City's Emergency Operations Center was activated
and remains at a Level III activation Several measures were put in place to adhere to California
Department of Public Health and to keep employees and residents safe Some of these measures have
changed since the last update Below are the latest City and County developments and changes as a
result of COVID-19
• The City plans to implement a phased reopening of city facilities on an as needed basis and in
accordance with any public health orders that remain in effect Some departments may operate
on a by appointment only basis
• The Library is closed to in -person services
• The Lincoln Shrine remains closed
• Community Centers will remain closed until further notice
• The Household Hazardous Waste facility remains open on Saturdays from 9 00 a m to 2 00 p m
• All park amenities, including playgrounds, remain open for visitors to enjoy recreational

activities within the City's park system
• Sports fields are to remain closed
• Recreation and Senior service classes are canceled or being held on a virtual platform when
applicable
• City Council, Planning Commission, City advisory boards and commission meetings continue to
meet virtually
• Updated protocols for the use of Personal Protective Equipment for all Fire Department
Operations personnel
• Updated protocols for in -person contact with persons reporting crimes
Updates for San Bernardino County - The Governor has lifted the stay at home order as of Monday,
January 25, 2021, which had been in effect until the region's projected ICU capacity met or exceeded
15% San Bernardino County has moved back to the Purple Tier Restaurants will be allowed to open
for outdoor service and continue to provide takeout and delivery services, Bars, wineries, breweries,
and distilleries are to remain closed, Personal -service businesses, hair salons and barbershops will be
allowed to open with modifications, Non -essential travel remains suspended, Retailers may allow more
people into stores, Members of the same household are encouraged to maintain physical and mental
health by going to a park, hike, walk, or bike ride with members of the same household, Places of
worship and political expression are allowed outdoors only, An order prohibiting all non -essential
activities conducted outside the home with members of other households between 10 p m and 5 a m
has been lifted, Large gatherings, meetings, and events will remain canceled, adjusted, or postponed,
A face mask or face covering must be worn state-wide when outside their home As of Tuesday,
January 26, 2021, COVID-19 numbers m the city of Redlands are as follows Population 72,099,
Total Cases 10,833 70, Community Cases 10,313 60, Deaths 156, Total Tests 113,546 70
On motion of Council Member Paul Foster, seconded by Council Member Denise Davis, the City
Council unanimously received and filed, by roll call vote, a Report regarding Emergency Resolution
No 8065 proclaiming the existence of a local emergency in response to COVID-19

Grant Acceptance California Market Match Program
On motion of Council Member Denise Davis, seconded by Council Member Paul Foster, the City
Council unanimously accepted, by roll call vote, the California Market Match Program Grant through
the Ecology Center in the amount of $4,164 70, and approved an additional appropriation of the same

Independent Contractor Agreement Chess Instruction
On motion of Council Member Denise Davis, seconded by Council Member Paul Foster, the City
Council unanimously determined, by roll call vote, that approval of the agreement is exempt from
environmental review pursuant to Section 15061(b)(3) of the State's Guidelines implementing the
California Environmental Quality Act, and approved the Independent Contractor Agreement between
the City of Redlands and Chess Wizards Enrichment for conducting chess instruction classes

Conference Report - 2021 League of California Cities Academy
Council Member Guzman -Lowery proudly attended the League of California Cities New Mayors and
Council Member Academy held virtually on January 21, 22, 28 and 29 2021 She complimented the
City and staff for their ongoing efforts to educate new Council Members and the conference was a real
validation of how well the City had already begun to prepare her for the complex work ahead She
highlighted one session in particular entitled "Changing the Conversation on Inclusion" and, she drew
a connection to the current dialogue currently taking place amongst her colleagues She encouraged the
Council to seek new ideas, community participation and not fear inclusion
NEW BUSINESS
County of San Bernardino Cooperative Agreement
Municipal Utilities and Engineering Director Harris provided background of the Cooperative
Agreement with the County of San Bernardino delineating City and County of San Bernardino
responsibilities for the pavement rehabilitation of Florida Street He announced the County informed
the City they would be commencing a street rehabilitation project, including a small portion of a
0 75-mile stretch of Florida Street, in the northeast part of the City, to be paved Florida Street consists
of 0 71 miles within the County and the remaining 0 04 miles within the City The total project cost is
estimated to be $1,041,000 Based on the County's project unit pricing, paving the City rights -of -way
portion of Florida Street will cost $6,000 In the spirit of cooperation, the County has agreed to pave
the City rights -of -way portion of Flonda Street at no cost to the City
On motion of Council Member Paul Foster, seconded by Council Member Denise Davis, the City
Council unanimously determined, by roll call vote, that approval of the Cooperative Agreement with
San Bernardino County is exempt from environmental review pursuant to Section 15061(b)(3) of the
State's guidelines implementing the California Environmental Quality Act, and approved the
Cooperative Agreement with the County of San Bernardino delineating City and County responsibilities
for the pavement rehabilitation and other related improvements of Florida Street

Landfill Gas Engineering Support Agreement
Facilities and Community Services Director Boatman explained the need for an agreement with
American International Environmental Inc , to provide consulting services for landfill gas engineering
support, on -call service and regulatory reporting for the California Street Landfill The Landfill is
required by Federal, State and County agencies to remain in compliance with the regulatory
requirements associated with the daily operations, monitoring and adjustments, routine gas flare
emissions, as well as reporting of the landfill gas extraction systems, and reporting requirements
On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Denise Davis, the City
Council unanimously determined, by roll call vote, that the agreement is exempt from environmental
review pursuant to Section 15061(b)(3) of the State's guidelines implementing the California
Environmental Quality Act, and approved the agreement with Amencan International Environmental
Inc , to provide consulting services for landfill gas engineering support, on -call service and regulatory
reporting for the California Street Landfill in an amount not -to -exceed $334,455 for a period of one
year, with two additional one-year renewal options for a total compensation amount not -to -exceed

Assignment, Novation and Consent Agreement
Council Member Davis recused herself from this item due to her source of income relationship with
the University of Redlands Facilities and Community Services Department Director Boatman detailed
an Assignment, Novation and Consent Agreement between the San Bernardino County Transportation
Authonty (SBCTA), the University of Redlands (University), and the City of Redlands associated with
the terms of a Purchase and Sale Agreement (PSA) with the University of Redlands For background,
Director Boatman pointed out that SBCTA is currently constructing the Redlands Passenger Rail
Project, and he reviewed City Council's approval of a PSA on March 3, 2020 with the University for
the conveyance of Assessor's Parcel No 0170-191-39-0000 As consideration for the purchase, the
University agreed to construct a parking lot consisting of 100 parking spaces adjacent to the University
Station The parking lot is intended to serve commuter rail users and is currently the City's obligation to
construct under a prior agreement with SBCTA The agreement assigns the University the
responsibility of satisfying the City's obligation to provide parking, as set forth in Section 5 07 of the
1996 Cooperative Agreement between the City and SBCTA Mayor Pro Tem Tejeda confirmed that
the City did not solicit the sale of the property, but rather the University approached the City
On motion of Mayor Pro Tempore Eddie Tejeda, seconded by Council Member Paul Foster, the City
Council unanimously determined, by roll call vote, that approval of the agreement is not subject to
environmental review pursuant to Section 15061(b)(3) of the State's guidelines implementing the
California Environmental Quality Act, and approved the Assignment, Novation and Consent
Agreement between the San Bernardino County Transportation Authority, the University of Redlands,
and the City of Redlands associated with the terms of a Purchase and Sale Agreement with the
University of Redlands

COUNCIL MEMBER ANNOUNCEMENTS AND ACTIVITIES
Council Member Davis indicated she received many comments from the public after the December 15
and January 19 meetings related to her proposal to change the way in which the City selects the
Mayor She said many were shocked by certain behaviors, and they pushed Council to establish a code
of conduct It seemed to her the public had lost trust in the City Council, and she was concerned with
the kind of message this sends to the community
Council Member Guzman -Lowery stated she also had received several messages from the public
voicing their concerns as expressed by Council Member Davis
Mayor Banch presented a plaque recognizing and thanking Paul Foster for his six years of service as
the City's Mayor Council Member Foster stated it has been his greatest honor to serve the community,
but he made it clear his colleagues, past and present, were also due the recognition for the many
successful projects and accomplishments He reminded everyone the work is always a team effort
Mayor Banch announced that the Council will be facing some challenging decisions in the future, but
he was confident they were up to the task and were dedicated to serving the whole community

meeting of December 2, 2020 were unanimously approved by roll call vote

ROPS Update
Management Services/Finance Director Garcia briefly explained this was an annual item brought
before the Successor Agency, setting forth a summary of all debts and obligations with an obligation
payment schedule and Administrative Budget for July 1, 2021, through June 30, 2022 The FY
2020-21 ROPS represents the last and final ROPS and will fully defease the two outstanding bonds
from the former Redevelopment Agency (2016A & 2016B Tax Allocation Refunding Bonds)
On motion of Board Member Foster, seconded by Board Member Davis, by roll call vote, it was
unanimously agreed to receive and file the communication
