LAURIN, DIRECTOR DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT SUBJECT: DONATION OF FOUR-PLEX TO THE CITY OF REDLANDS COMMUNITY SERVICES DIVISION- NEIGHBORHOOD INITIATIVE PROGRAM RECOMMENDATION: Approve agreement with the City of Redlands for the donation of a four- plex, with an estimated value of $245,000, located at 1006 Oxford, Redlands, as part of the Neighborhood Initiative (N.I.) Program (4 votes required). BACKGROUND INFORMATION: As part of the County's N. I. program, the County entered into an agreement with the Federal Housing Administra4on (FHA), whereas the County is required to buy all FHA-owned properties in specked areas known as "asset control areas." This property was purchased under that agreement. The City of Redlands has requested the County donate this property to the City, thereby making it financially feasible for the City to offer affordable educational and recreational programs to the residents in the area. Under this agreement, the City will be responsible for maintaining and operating the facility. The City cannot sell or encumber this property without written consent from the County. If the City violates this agreement, ownership of the property would revert to the County. REVIEW BY OTHERS: This action was reviewed and approved as to legal form by Deputy County Counsel Michelle Blakemore, on October 2, 2002; the Department of Economic and Community Development's Contract Compliance designee David Larsen on November 18, 2002; and the County Administrative Office, Patricia M_ Cole, Administrative Analyst III on November 21, 2002. FINANCIAL IMPACT: The value of the property is estimated to be approximately $245,000. The property was purchased from the Federal Housing Administration utilizing Neighborhood Initiative Funds_ This action will not have an adverse impact on Community Development Block Grant (CDBG) funds.
