HomeMy WebLinkAboutPlanning Commission Minutes 11.27.12_CCv0001.pdf MINUTES: of the Planning Commission Meeting of the City of Redlands held Tuesday, November 27, 2012, at 4:00 p.m. are as follows: PRESENT: John James, Vice Chairman Carol Dyer, Commissioner Conrad Guzkowski, Commissioner Jan Hudson, Commissioner Ken Jeske, Commissioner Julie Rock, Commissioner ADVISORY STAFF Oscar Orci, Development Services Director PRESENT: Robert Dalquest, Assistant Development Services Director Manuel Baeza, Principal Planner Ben Matlock, Planning Intern I. CALL TO ORDER AND PUBLIC COMMENT PERIOD - 3 MINUTES Vice Chairman James called the meeting to order, and opened up the Public Comment period. There were no comments forthcoming and the Public Comment period was closed. All members were present with the exception of Chairman Miller who was excused. Mr. Jeff Moore, resident, expressed concern with a neighbor doing business out of their home. The business is located at 533 W. Olive Street, Redlands, California. Mr. Moore submitted a letter of his concerns to the Commission and it is in file in the Development Services Department. II. CONSENT CALENDAR A. EXPEDITION SIGN INC., APPLICANT (PROJECT PLANNER: BENJAMIN MATLOCK) 1. Consideration of a Notice of Exemption pursuant to Section 15311(a) of the California Environmental Quality Act Guidelines. 2. Consideration of Commission Sign Review No. 398 to construct a twenty-four (24) square foot monument sign that is four (4) feet in height oriented along Palmetto Avenue for the Redlands Commerce Center located at 1901 California Street in the EV/IR (Regional Industrial) District of Concept Plan No. 2 of the East Valley Corridor Specific Plan. MOTION It was moved by Commissioner Dyer, seconded by Commissioner Hudson and carried on a 6-0 vote (Chairman Miller absent) that the Planning Commission approve the Consent Calendar. III. OLD BUSINESS— None IV. NEW BUSINESS Planning Commission Minutes of November 27,2012 Pagel A. MILLER ARCHITECTURAL CORPORATION, APPLICANT (PROJECT PLANNER: MANUEL BAEZA) 1. Consideration of a Notice of Exemption pursuant to Section 15301 of the California Environmental Quality Act Guidelines. 2. PUBLIC HEARING to consider Conditional Use Permit No. 848 (Revision No. 1) for an 11,674 square foot interior expansion to an existing 13,676 square foot medical clinic within a neighborhood shopping center located at 1600 E. Citrus Avenue in the C-2 (Neighborhood Convenience Center) District. MOTION It was moved by Commissioner Guzkowski, seconded by Commissioner Rock and carried on a 6-0 vote that the Planning Commission determine that Revision No. 1 to Conditional Use Permit No. 848 is categorically exempt from the California Environmental Quality Act, pursuant to Section 15301 of the CEQA Guidelines. MOTION It was moved by Commissioner Guzkowski, seconded by Commissioner Rock and carried on a 6-0 vote that the Planning Commission approve Revision No. 1 to Conditional Use Permit No. 848 based on the findings, and subject to the Conditions of Approval, including the modifications to Condition of Approval Nos. 5, 8, and the added Conditions of Approval Nos. 11 and 12 as follows: 5. The hours of operation are daily from the hours of 7AM to 8 PM and will be Glesed en Saturdays and Sundays seven (7) days a week. All activities shall take place indoors. 8 The appliGant shall install 70 trees A minimum of 40 trees and up to 55 trees (if retaining wall design permits) shall be installed within the parking area subject to review and approval by the Development Services Director. Trees shall have a minimum container size of 15-gallon and shall have a minimum caliper size of 3/4" to 1". If the caliper size cannot be met at the container size then the developer shall increase the container size to meet the required caliper. Trees shall be selected from the City list of recommended parking area trees. The applicant shall plant vines along both walls that face street frontages. Vines shall be either violet trumpet vine(clytostoma callistegioides) or Carolina 0essamine(gelsemium sempervirens) (yellow). Vines shall be spaced every 20 feet to allow for portions of the wall to be visible. Jacaranda, Chinese Flame, Chinese Pistache, or Chitalpa trees shall be used in the planters located along street frontages. Multi-trunk Crape Myrtle trees shall be used along the south Property line. 11. Western Redbud trees shall be added adjacent to the entrance found on the east side of the building and at the new entrance on the north side of the building. Planning Commission Minutes of November 13, 2012 MOTION It was moved by Commissioner Guzkowski, seconded by Commissioner Rock and carried on a 6-0 vote (Chairman Miller absent) that the Planning Commission approve the minutes of November 13, 2012. VII. LAND USE AND CITY COUNCIL ACTIONS OF NOVEMBER 20, 2012. Chairman Miller inquired if there were any City Council Actions to report. Director Orci stated there were no land use actions to report. ADJOURN TO DECEMBER 11, 2012 Vice Chairman James adjourned the meeting at 4:40 p.m. to the December 11, 2012 Planning Commission meeting.
