Moseley, Secretary Chuck Palmer, San Bernardino Sun ABSENT None Chairman Cummings opened the meeting of the Redevelopment Agency, and welcomed the downtown merchants, property owners and interested citizens present in the audience. This meeting was called to enable the Downtown Division of the Chamber of Commerce to present recommenda- tions which have evolved from five months of � w meetings . Mr. Carl Doss briefly outlined these proposals, which related to the develop- ment of the "Central Area" . Working from a conceptual plan originated by Clare Day, Mr, Leon Armantrout described areas for a sequence of development. These would retain retail commercial along State and Orange Streets, and include areas of light industry, apartment complexes and civic and cultural facilities. This area encompassed the land generally bounded by Church, Colton, Texas and Olive. The Agency members discussed the matter at length. They considered traffic, pedestrian access, parking, mixed land uses and master- block concept, zoning, desirable priorities. City Manager Merritt explained the present difficulty in obtaining financing, and described the City' s limited funding capability. He added that the feasibility study presently being made by the American Appraisal Company, Inc, will assist the Council in the ultimate deter- mination. Chamber of Commerce President Jay Watkins summarized the presentation and stated that this has full Chamber support, including $750 at this time and another $750 upon implementation. He recommended that the Redevelopment Agency accept the concept and request that the Council and Planning Commission proceed to implement the plan, Chairman Cummings expressed appreciation for the support of all the Chamber members, and for the work of Mr. Doss ' committee.
