Chairman Cummings opened this meeting of the
Redevelopment Agency which was called to hear
Mr. Douglas R. Shackelton, Executive Director
of the Riverside Redevelopment Agency. He
welcomed the downtown merchants, property owners
and interested citizens present in the audience.

Mr. Shackelton gave a step-by-step description
of the evolvement of the Riverside Redevelop-
ment Agency beginning in 1967 through the
present.
The Riverside concept envisions the mall as
being of cultural, financial, and civic orien-
tation without commercial or residential.
Mr. Shackelton presented specific itemized
development steps illustrated with examples
from the City of Riverside' s experience,
explained methods of financing in detail,
and outlined the duties of the Agency Director.
He answered numerous questions from the Council
and the audience.
In closing, Chairman Cummings expressed the
appreciation of all for the excellent presenta-
