PRESENT Sack B . Cummings, Chairman Charles G. DeMirjyn, Member Chresten M. Knudsen, Member Ellsworth E. Miller, Member Sam S. Sewall, Member R. P. Merritt, Jr. , Redevelopment Director Edward F. Taylor, City Attorney Peggy A. Moseley, Secretary Erwin S . Hein, Redlands Daily Facts Chuck Palmer, San Bernardino Sun ABSENT None Chairman Cummings called the Redevelopment Agency to order at 8: 35 P.M. On motion of Mr. Knudsen, seconded by Mr . Sewall, an agreement between the Redevelopment Agency of the City of Redlands and Agreement the firm of Stone and Youngberg Municipal Stone & Financing Consultants, Inc. , was approved for Youngberg the sale of tax increment bonds , by the following vote: AYES : Members Knudsen, Miller, Sewall, Chairman Cummings NOES : None ABSTAIN: Mr. DeMirjyn, who stated that he would not vote for any more Redevelopment matters until he could see something factual . City Manager Merritt stated that the Consortium members are developing the project with private funds ; that Council would have approval before the final development; and added that it is of mutual interest, to the Consortium and the City, that this development be successful. He reminded Mr. DeMirjyn that architectural renderings had been received from Burke, Kober, Nicolais and Archuleta, architectural firm. An agreement between the Redevelopment Agency of '' the City of Redlands and O'Melveny and Myers, as legal consultants in connection with the issuance Agreement of tax increment bonds, was approved, on motion O"Melveny of Mr. Knudsen, seconded by Mr. Sewall, by the & Myers following roll call vote: AYES: Members Knudsen, Miller, Sewall Chairman Cummings NOES : None ABSTAIN. Mr. DeMirjyn Planning Director Schindler presented "Guide- lines for the Implementation of the California Environmental Quality Act of 1970, as amended December 17, 1973, , which is the procedure to be followed for preparation and evaluation of environmental impact reports . This procedure was adopted for use by the Redlands Redevelopment Agency, unanimously, on motion of Mr. Knudsen, seconded by Dr. Miller. Mr. Knudsen again mentioned the desirability, from his point of view, of having a Redevelopment Director, and added that it might be possible to have a Redevelopment Director and Federal Grant and Applications Advisor, combined. Mr. Sewall recommended that this be deferred to the new Council . There being no further business , the Redevelopment Agency adjourned, on motion, at 8: 53 P.M.
