Safety Hall, 212 Brookside Avenue, on December 7, 1982 ,
at 7 :00 P.M.

This special meeting of the Redevelopment Agency of the
City of Redlands was held to hear a presentation by the
Arroyo Group regarding the downtown revitalization study
with a question period to follow and instructions to
staff from the agency members. Chairman Roth called
the meeting to order.
Mr. Bob Mitchell , representing CREATE and a member of
the selection committee , thanked the members of selection
committee for their hard work and the long hours devoted

strongly recommends approval of a contract to the Arroyo
Group to do the study on the revitalization program.
Mr. Mitchell then introduced Mr. James Gooddell , Dr.
William Whitney, and Mr. Pat Mann.
Mr. Gooddell made a presentation covering the complex
process for change and renewal factors for success ; the
question why revitalize; the area' s problem; the poten-
tial and opportunities, what the revitalization plan
will do, and the steps to be taken.

Following a question and answer session, Member Gorman
moved to adjourn this special meeting of the Redevelop-
41111� ment Agency to December 21, 1982 , at 7 :00 P.M. to
consider a contract with the Arroyo Group. Motion
seconded by Member Johnson and carried unanimously.
There being no further business on the agenda, the
Redevelopment Agency adjourned at 7 : 35 P.M. to an
adjourned special meeting to be held on December 21 ,
1982 , at 7 :00 P.M. in the Council Chambers.
