Christiansen, Executive Director Dallas Holmes, City Attorney AM Borrie Poyzer, Secretary Glenn Cunliffe, Redlands Daily Facts James Nickles, The Sun ABSENT None r 0321 Chairman Roth called this special meeting of the Redevelopment Agency to order to consider authori- zing the Redevelopment Agency to participate in submission of a HUD application for a senior housing project in Redlands, Mr. Christiansen Prepared a staff report stating the Agency has an opportunity to coordinate with the Redlands Senior Housing Corporation to obtain HUD Section 8 Rent Subsidy allocations and a Section 202 Loan to construct a much needed senior housing project in the Redevelopment Area, and recommends the Agency proceed. Mr. Martinez explained to the audience present that each member of the Agency Board has been briefed and HUD that they are very familiar with the total situation. Senior Housing Mr. Robert Mitchell read from a prepared statement Project and explained that applications for the Section 8 Allocations and Section 202 Loan must be filed with HUD no later than June 14, 1983, making it necessary to initiate the application process at this time. A team approach to preparing the HUD application has been developed in conjunction with Mr. Ralph Belknap of the Baptist Homes of the West. The cost of the HUD application effort is estimated at not more than $29, 500.00 that would be refunded should the applica- tion not be approved. A successful application and construction of the project would provide 75 housing units for the senior citizens of Redlands with rent subsidies of up to seventy percent of the rent cost for qualifying low income tenants . Mr. Mitchell concluded his presentation urging Agency approval of this request. Al Al I 113328 Member Martinez moved that the Agency coordinate AIRL the preparation of an application to HUD for Section 8 Rent Subsidy Allocations , and a HUD Section 202 Loan to develop a Senior Housing Project in the Funds Redlands Redevelopment Area, and that the Agency approve an expenditure of up to $29, 000 . 00 for this purpose. Motion seconded by Member DeMirjyn. Member Johnson stated for the record that he has no financial interest in the Redlands Senior Housing Corporation but that he is a member of this board. The motion was approved by a unanimous vote. Member Gorman moved to authorize the staff to prepare HUD agreements and contracts with a consultant, architect, Senior soils engineering firm, American Baptist Homes of Housing the West (ABHOW) , and the Redlands Senior Housing Project Corporation with the chairman authorized to sign as necessary . Motion seconded by Member Johnson and carried unanimously. There being no further business on the agenda, the meeting was adjourned at 6 :15 P.M. Next regular meeting, May 3, 1983 .
