PRESENT Kenneth Roth, Chairman Charles G. DeMirjyn, Vice Chairman Oddie J. Martinez, Jr. , Member James W. Gorman, Member Tim Johnson, Member John E. Holmes, Executive Director Mike Riddell, Agency Attorney Lorrie Poyzer, Secretary Laura Wingard, Redlands Daily Facts James Nickles , The Sun ABSENT None Minutes of the regular meeting of the Redevelopment Agency of the City of Redlands of September 6 , 1983 , were approved as submitted. Executive Director Holmes reported that the Redevelop- ment Project is moving ahead in a number of important _ mportant 811, areas. Negotiations with the Corps of Engineers are progressing on the Zanja Drainage Project. A Progress MOU has been drafted and will be submitted to the Report Agency in October. The Specific Plan is being prepared by The Arroyo Group; the public improvements portion of that plan is substantially complete and will be reviewed by the new Redevelopment Director on October 7, 1983. The preparation of an updated Environmental Impact Report is important since the State law on environ- mental review has been changed since 1975 and additional items must be included. Mr. Holmes recommended that the Target Area be used instead of the smaller Specific Plan Area as there is a small cost difference, and it would provide more flexibility in the future for projects outside the Specific Plan Area. Member DeMirjyn moved to authorize the preparation of an updated Environmental Impact Report for the entire Target Area of the Redlands Redevelopment Area at a cost not to exceed $12, 000 per Sections 2 (B) and Task 9. 1 of the contract with The Arroyo Group. Motion seconded by Member Martinez. Alb, qW Although he doubted that anyone else could underprice The Arroyo Group, Member Johnson stated it was un- acceptable the way they were charging for items that could be done by our staff. Chairman Roth said he thought most of the information was already available and that this could be done for half the price. Members DeMirjyn and Martinez pointed out their con- cern was the time constraints of preparing the report; that staff would not be able to accomplish this so quickly. Member Gorman asked Mr. Holmes to communicate their concerns to The Arroyo Group and ask for reconsideration of the costs. The motion authorizing the preparation of the Environmental Impact Report was approved unanimously. There being no further business, the Redevelopment Agency meeting adjourned, on motion, at 3 : 35 P.M. Next regular meeting, October 4 , 1983 .
