PRESENT Kenneth Roth, Mayor/Chairman Charles G. DeMirjyn, Vice Mayor/Vice Chairman Tim Johnson, Councilman/Member John E. Holmes, City Manager/Executive Director John Brown, Attorney Derrill Quaschnick, Redevelopment Director Lorrie Poyzer, City Clerk/Secretary Laura Wingard, Redlands Daily Facts James Nickles, The Sun ABSENT Oddie J. Martinez, Jr. , Councilman/Member James W. Gorman, Councilman/Member The special joint meeting of the City Council and the Redevelopment Agency of the City of Redlands was called to order at 5: 15 P.M. Dr. Roth welcomed Derrill Quaschnick, the new Redevelopment Director, to Redlands. ®r As Chairman of the Redlands Senior Housing Corporation, Tim Johnson disqualified himself from the actions required at this meeting. Mr. Quaschnick reviewed the status of the application to HUD for Section 8 rent subsidy and Section 202 loan program to develop a senior citizen housing project in Redlands. Although HUD determined not to fund the Senior project this year, it appears to be high on the Citizen eligibility list for 1984. An option to purchase the Housing property expires October 15, 1983 , and it appears the Project sellers will not consider an extension on the option. The resolutions being considered at this meeting are required because the property is not in the Redevelopment Project Area boundaries, but will benefit the Project Area. Reverend Bob Wallace, Chairman of the Housing Commission, stated the Commission met at noon this date and voted unanimously to support the project and urged approval of this action. Mr. Ralph Belknap, Assistant Vice President of American Baptist Homes of the West, reported that through meeetings Cgrim 0.3 4 with HUD, it was discovered that HUD had made a scoring error in our application. Although funds are not available retroactive, HUD has indicated that funds for our application will be available early in 1984 . Mr. Reed Flory, Shelter Ventures Corporation, a housing consultant, stated that unprecedented moves were being made by HUD in this situation, and he felt assured the funds would be forthcoming next year. Councilmember DeMirjyn moved to approve Resolution No. 3925, a resolution of the City Council of the City City Council of Redlands finding and declaring that the provisions Resolution of low- and moderate-income housing outside the Redlands No. 3925 Redevelopment Project Area for senior citizen housing is of benefit to the Project Area and authorized by Senior California Health and Safety Code Section 33334 . 2. Citizen Motion seconded by Councilman Roth, and carried by Housing the following vote: AYES: Councilman DeMirjyn; Mayor Roth NOES: None ABSENT: Councilmen Martinez, Gorman ABSTAIN: Councilman Johnson Member DeMirjyn moved to approve Resolution No. 164, a resolution of the Redevelopment Agency of the City of Redlands finding and declaring that the provision R.D.A. of low- and moderate-income housing outside the Redlands Resolution Redevelopment Project Area for senior citizen housing No. 164 is of benefit to the Project Area and authorized by California Health and Safety Code Section 33334 . 2. Senior Motion seconded by Member Roth and carried by the Citizen following vote: Housing AYES: Member DeMirjyn; Chairman Roth NOES: None ABSENT: Members Martinez, Gorman ABSTAIN: Member Johnson Member DeMirjyn moved to authorize execution of the Assignment of Option to Purchase Real Property which assigns to the Redevelopment Agency of the City of Redlands all of the Redlands Senior Housing, Inc. ' s Option rights, title and interest under and to the Option Assignment Agreement dated May 16, 1983. Motion seconded by Agreement Member Roth and carried by the following vote: AYES: Member DeMirjyn; Chairman Roth NOES: None ABSENT: Members Martinez, Gorman ABSTAIN: Member Johnson 0346 Member DeMirjyn moved to exercise the above option and proceed with the purchase of the subject property. Property Motion seconded by Member Roth and carried by the Purchase following vote: AYES: Member DeMirjyn; Chairman Roth NOES: None ABSENT: Members Martinez, Gorman ABSTAIN: Member Johnson There being no further business, the joint meeting of the City Council and the Redevelopment Agency of the City of Redlands was adjourned at 5:30 P.M.
