DeMirjyn, Member Minutes of the regular meeting of the Redevelopment Agency of the City of Redlands of December 6 , 1983, were approved as submitted. Director Quaschnick stated that in order to provide the most cost effective financing program for the use of tax increments and other Agency revenues , a Request for Qualification for Financial Services has been prepared for distribution to selected financial/ Request for underwriter and bond counsel firms . He explained Qualification the task of the financial advisor/underwriter is to for prepare a financing program and provide the Financial necessary underwriting and counseling services for Services the ensuing issuance (s) . He noted that this information will be distributed to any interested party. Following brief discussion, Member Martinez moved to authorize sending out the Request for Qualifications for Financial Services as presented. Motion seconded by Member Johnson and carried by AYE votes of all present. Public Works Director Donnelly presented a brief update on the progress of the Reservoir Drain. Mr . Donnelly stated in his staff report that the San Bernardino County Flood Control budgeted funds for the construction of the Reservoir Drain in 1976 . County survey crews worked in Redlands for several Update weeks and it was a common belief that design on the Reservoir project had begun. After the passage of Proposition 13 , all work on the project ceased. The County did, Drain however, carry in its Zone 3 advisory budget, an updated cost of the project . The 1983 cost was estimated by the County at $1 ,800 .000 . At the March 1 , 1983, meeting of the Redevelopment Agency, staff was authorized to advise the County OF that the City intended to construct the project, review the County plans and obtain cost estimates . The Finance Director and Public Works Director held a meeting with the San Bernardino County Flood Control Director and his staff to discuss the project. At that meeting, they learned that the County had no design work on the project . They did state that their construction cost estimate was rough and done without the benefit of engineering. The Council then authorized the design on the project and the firm of A.S .L. Engineers was employed to provide engineering services . As required in the Consultant Agreement, that firm has made a construc- tion cost estimate on the selected alternative of $3 ,386 .000 . Since design is not complete, this should be reviewed as a ballpark figure . Mr. Donnelly concluded his report stating that the work of A.S .L. Engineering is progressing on schedule and preliminary drawings have been submitted for approval . There being no further business , the Redevelopment Agency meeting adjourned, on motion, at 3 : 25 P .M.
