PRESENT Carole Beswick, Chairman Tim Johnson, Vice Chairman Richard N. Larsen, Member John E. Holmes, Executive Director Derrill Quaschnick, Director NOR Michael T. Riddell, City Attorney Wr Lorrie Poyzer, Secretary Laura Wingard, Redlands Daily Facts Gary Polakovic, The Sun ABSENT Charles G. DeMirjyn, Member Oddie J. Martinez, Jr. , Member Minutes of the regular meeting of the Redevelopment Agency of the City of Redlands of July 17, 1984, were approved as submitted. Director Quaschnick reported that a letter had been received from the owners of Redlands Depot expressing a desire to negotiate a development agreement with the Agency. Agency assistance in an agreement of this type is generally a function of what is needed to make the project feasible and could range from Redlands off-site improvements to financing or a combination Depot of elements. When a final Owner Participation Agreement has been prepared, it would be submitted to the Redevelopment Advisory Commission and the Agency for study and final approval. Mr. Quaschnick concluded his report stating that many months of effort have already gone into this project and the prospect of recycling this historic and architecturally significant structure is very exciting. Mr. Johnson moved to authorize staff to work with the owners of the Redlands Depot and any other phases besides the depot to prepare an Owner Participation Agreement. Motion seconded by Mr. Larsen and carried by AYE votes of all present. Mr. Quaschnick briefly reported that Leon Armantrout is assisting in the facade design for the relocation of American Savings at 10 North Fifth Street. The downtown tree triming specifications have been received from Gary Poling and the Department of Public Works reviewed them and found their crew Tree could do the work saving considerable time and money Trimming for the City. Diverting the crew from other work to expedite this project, the work was started early this morning on one tree to see how it would work. In response to Mr. Johnson ' s questions, it was noted the Specific Plan and Environmental Impact Report will be scheduled for Agency action in September.
