PRESENT Carole Beswick, Chairman Tim Johnson, Vice Chairman Oddie J. Martinez , Jr. , Member Richard N. Larsen, Member W John E. Holmes, Executive Director Derrill Quaschnick, Director Michael T. Riddell , Agency Attorney Lorrie Poyzer, Secretary Laura Wingard, Redlands Daily Facts Pat Brown, The Sun ABSENT Charles G. DeMirjyn, Member Minutes of the regular meeting of the Redevelopment Agency of the City of Redlands of September 18 , 1984 , were approved as submitted. Director Quaschnick presented a recommendation from the Redevelopment Advisory Commission to Commcercial modify the Commercial Facade Improvement Program Facade as follows: Improvement (1) Eliminate the $2 , 500 maximum and retain Program the 25 percent as the limiting factor; and (2) offer an additional incentive for local historically designated properties wherein up to 35 percent of the costs of approved exterior improvements could be reimbursed AMR by the Agency. (111 Mr. Larsen felt we should work with local financial Loan agencies to set up a loan package for this program, Package and directed Mr. Quaschnick to set up a meeting which he would attend with the local banking community to talk about such a program. Mr. Larsen moved to modify the Commercial Facade Improvement Program as recommended. Motion seconded by Mr. Martinez and carried by AYE votes of all present. Mr. Quaschnick suggested scheduling a workshop session to study the Specific Plan, Design Guidelines, and Public Improvement Plans. Mrs. Beswick stated we needed to move on this quickly as each delay can have a critical impact on our efforts. Mr. Larsen also expressed concern Schedule that action has been delayed and suggested acting Specific today. The Specific Plan requires a legally Plan advertised public hearing at a City Council Public meeting following the Planning Commission' s Hearing recommendation. The Planning Commission will consider the Specific Plan for the third time at their meeting on October 9, 1984. City Clerk Poyzer stated she would have to place the public notice in the newspaper the Saturday prior to the Planning Commission' s meeting in order to hold a legal public hearing at the City Council meeting of October 16 , 1984. Attorney Riddell advised her she could advertise the public hearing prior to the Planning Commission' s action. Mr. Larsen moved to adopt the Design Guidelines as approved by the Redevelopment Advisory Commission. Motion seconded by Mr. Martinez and carried by the following vote: AYES: Messrs. Martinez, Larsen; Chairman Beswick NOES: None ABSTAIN: Mr. Johnson ABSENT: Mr. DeMirjyn Mrs. Beswick reported that the block parties are continuing and are very successful. She gave thanks to the staff for all their work on these early morning meetings. Mrs. Beswick reported that at a follow-up meeting yesterday to the Video-conference four task forces were established to cover financial reorganization, design, promotion, and organization of the downtown group. The financial task force will meet on October 10 , 1984 , at 7:30 A.M. in the Redevelopment Office; promotion task force on October 9, 1984 , at 4 :00 P.M. in City Hall; and the organization task force on October 16 , 1984 , at 4 :00 P.M. in City Hall. There being no further business, the Redevelopment Agency meeting adjourned at 3 :40 P.M.
