Holmes, Executive Director Derrill Quaschnick, Director Dallas Holmes, Agency Attorney Lorrie Poyzer, Secretary Laura Wingard, Redlands Daily Facts Pat Brown, The Sun ABSENT Tim Johnson, Vice Chairman Minutes of the regular meeting of the Redevelopment Agency of the City of Redlands of November 20 , 2984 , were approved as submitted. Pursuant to the terms of the "Construction, Operation and Easement Agreement" between the Agency and the Redlands Mall developer, an accounting of maintenance expenses and a 1984--8 budget were submitted on August 30 , 1984 . This is the first time such an accounting has been submitted to the Agency. Summaries of expenses for prior years were also submitted and indicate expenses have exceeded Agency reimbusements. Since a request for reimbursement must be submitted within sixty days of the end of the fiscal year, no consideration is recommended for overages prior to fiscal year 1983--84 . Mr. Larsen moved to approve the 1984-85 Mall Mall Maintenance Budget as submitted by the Huntington Maintenance Seacliff Corporation. Motion seconded by Budget Mr. Martinez and carried by AYE votes of all present. Noting that the expense records have been reviewed and seem reasonable, Mr. Larsen moved to authorize Agency reimbursement for fiscal year 1983-84 in the amount of $21 , 701 . 17 for Mall maintenance to Huntington Seacliff Corporation; motion seconded Funds by Mr. Martinez. It was noted that the Agency has the discretion to review the expense records Mall for each year and that this authorization today Maintenance is not meant to set a precedent. Mr. Martinez urged staff to look into sharing expenses, such as sweeping, in the future. Mr. DeMirjyn warned the Agency to look closely at agreements such as this in the future . The motion authorizing the reimbursement was approved by AYE votes of all present. A letter was received from the Board of Directors of the Business Improvement District urging the Agency to not postpone the start-up date for the Redevelopment Project as the merchants affected by redevelopment will not be participating in spring promotions and redevelopment efforts would Revitalization not infringe on their sales. A large concern Project of most merchants in the downtown area is that the project be in its completion stages no later than the beginning of the 1985 holiday season. Mr . Quaschnick reported they are working with the contractors, engineers, and merchants fine- tuning the design and will start construction as soon as possible, hopefully by the first of April .
