MINUTES of a regular meeting of the Redevelopment Agency of
the City of Redlands, held in the Council Chambers,
Safety Hall, 212 Brookside Avenue, on April 5, 1977,
at 3 :52 P.M.

The minutes of the regular Redevelopment Agency
meeting of March 15, 1977, were approved as submitted.
Resolution Redevelopment Director Mitchell presented Resolution
No. 157 No. 157, a resolution of the Redevelopment Agency
Relocation adopting Relocation Rules and Regulations. After a
Rules and
Regulations brief discussion, on motion of Member Knudsen,
seconded by Member Grace, Resolution No. 157 was
adopted by AYE votes of all present.
Mr. Mitchell stated that he had distributed to the
Agency members the March 24, 1977, minutes of the
Redevelopment Agency Board meeting which included
r_ a listing of recommendations and their priorities
Advisory made by the East Core Area Planning Committee. These
Board were, (1) Proceed with cost estimates and eventual
Recommen-
dations construction of multi-level parking for Lot 2 (south-
west corner of Citrus Avenue and Sixth Street) ;
(2) Proceed with design and improvement of mini-park;
(3) Proceed with acquisition and development of
parking between Seventh and Ninth Streets, north of
Citrus Avenue; and (4) Landscape city parking lots
to level of Mall parking lots .
These recommendations were discussed; Mr. Mitchell
commented that some of the items were quite costly
Parking and could use all available funds . Member Grace
Lots expressed the desire to see all the city parking
lots improved, added that she did not think it
prudent for the City to maintain a lower level of
appearance than is required of developers, and
requested referral of the problem to Mr. MacKenzie
for estimate of initial costs and maintenance costs .
Mr. Knudsen suggested getting cost estimates from
some of the builders of parking garages to learn how
Parking
Structures general costs are running today. Mrs . Grace added
that the Redevelopment Agency should review -' he plans
and recommendations of the Parking Commission of
some years ago, that sketches and costs had appeared
in the newspapers at that time.
After discussion of item 3 of the recommendations,
Mr. Knudsen moved for authorization of study of the
dollar figure for obtaining depressed property in
the area described. Motion was seconded by Mrs.
Grace and carried by AYE votes of all present.
Additional Mr . Mitchell reported that he had notified the Mahn
Parking Company of the cost variance between the Redlands
Property
figures and the Hahn estimate, and that if the Mahn
Company did not agree with his figures, arbitration
should be begun. He restated that the developers
had been required under the agreement to keep
auditable records .
There being no further business, the meeting
adjourned, on motion, at 4:05 P.M.
