Minutes of the regular meeting of December 17 , 1985 ,
were approved as submitted.
Resolution Director Quaschnick reported that the Agency has been
No. 191 unsuccessful in its negotiations to acquire property
located at 320 West State Street; therefore , it is
Property necessary for the Agency to consider use of its powers
Acquisition of eminent domain. Resolution No. 190 , adopted by the
Agency on December 17 , 1985 , set this time and place for
Eminent a hearing to be held at which time all persons whose
Domain property is to be acquired by eminent domain shall be
given a reasonable opportunity to appear and be heard
on the following matters ; (a) Whether the public interest
and necessity require the property, (b) Whether the
project is planned or located in the manner that will
be most compatible with the greatest public good and the
least private injury , and (c) Whether the property
sought to be acquired is necessary for the project.
Agency Secretary Poyzer noted that a copy of Resolution
No. 190 had been sent certified mail to Michael Quintana
in accordance with the requirements of Section 1245 .235
of the Code of Civil Procedure .
Mayor Beswick declared the meeting open as a public
hearing regarding acquisition of the property located at
320 West State Street through eminent domain. Mr. Mo
Behzad urges. the Agency to take any action necessary to
proceed with his project. No one else wishing to speak..,
the public hearing was declared closed. Mr . DeMirjyn
moved to adopt Resolution No. 191 , a resolution of the
Redevelopment Agency of the City of Redlands declaring
that the acquisition of certain real property (320 West
State Street) by eminent domain is necessary for
w
v
redevelopment purposes . Motion seconded by Mr . Larsen
and carried unanimously.
Leonard' s Mr. Don Leonard requested the Agency to review his
Driveway request to reopen a driveway for property located on
the southwest corner of Redlands Boulevard and State
Street. Following discussion , Mr. Quaschnick was
directed to send a letter to Mr. Leonard indicating
consideration would be given to his request when
development plans for that property were submitted.
Santa Fe Mr . Quaschnick reported that escrow instructions , signed
Depot by both the seller and buyer, were received this after-
noon for the Santa Fe Depot Project. The buyer has
indicated he may wish more Agency participation and Mr.
Quaschnick said he would study the plans in detail for
a needs analysis and report back to the Agency at their
next meeting.
There being no further business , the meeting was
adjourned at 3 :30 P .M.
