Quaschnick, Agency Director Lorrie Poyzer, Agency Secretary John de Leon, The Sun Brian Bianchini, Redlands Daily Facts ,BSENT None 0063 Chairman Beswick called the meeting to order and immediately recessed to a closed session for the purpose of discussing property acquisition with its negotiator. The meeting reconvened at 7:43 P.M. Minutes of the regular meeting of December 15, 1987, were approved as submitted. Deming Hotel City Preservation Officer Cozen reported that in 1985, the Historic and Scenic Preservation Commis- sion reviewed the entire PSB site for possible demolition. They determined that the Deming Hotel building located at 526-528 North Orange Street, among others, had historical and architectural significance. PSB and the Redevelopment Agency agreed; thus, the building was retained within the PSB project site. The Historic Commission nominated this building as an Historic resource on August 6, 1987. At the request of the Redevelop- ment Agency staff, the actual designation hearings have been held off until design issues could be smoothed out with the new owner. A public hearing is scheduled for the Historic Commission on January 21, 1988. Mr. Cozen further reported that because the building is a nominated historic resource, ordinance No. 1954 requires two designation hearings be held (one at the Commission level and one at the City Council level) prior to any decision to alter or demolish the building. Therefore, the Agency can only discuss this issue at this meeting. Mr. Cozen provided the Historic Inventory Form for this building for the Agency members' information. Mr. DeMirjyn stated he had been approached by citizens and many felt the building was not worth keeping. He stated he was ashamed to have a building like this and felt it would be detrimental to the project. He noted documents in the Building and Safety Department indicating the building inspector's findings was on file and available to anyone that wished to read it and it showed a number of deficiencies. Responding the Agency members' questions, Director Quaschnick said escrow on this property was scheduled to close Friday, January 8, 1988, and construction was to start in mid-January. Work on the Deming Hotel building will coincide with the construction of the new structures. There being no further business, the meeting adjourned at 7:55 P.M.
