PRESENT Swen Larson, Chairman Jim Foster, Vice Chairman William E. Cunningham, Member Pat Gilbreath, Member Gary Luebbers, Executive Director Daniel J. McHugh, Agency Attorney Lorrie Poyzer, Agency Secretary Ted Thomaidis, Redlands Daily Facts Steven Church, The Sun ABSENT Gilberto Gil, Member Minutes of the regular meeting of February 1, 1994, were approved as submitted. JOINT MEETING - CITY COUNCIL Resolution No. 237 - 1994 Refunding Lease Revenue Bonds - Mr. Foster moved to adopt Resolution No. 237, a resolution of the Redevelopment Agency of the City of Redlands making certain findings and approving and authorizing the issuance of 1994 Refunding Lease Revenue Bonds, the execution and delivery of a trust agreement, a lease agreement, a site lease agreement, a reimbursement agreement and an escrow deposit and trust agreement relating to the defeasance of the Agency's outstanding parking lease revenue bonds. Motion seconded by Mrs. Gilbreath and carried with Mr. Cunningham voting NO. Bond Counsel Services Agreement - Mr. Foster moved to approve the letter of agreement with Best, Best & Krieger for bond counsel services and authorized the Chairman to sign on behalf of the Redevelopment Agency of the City of Redlands. Motion seconded by Mrs. Gilbreath and carried with Mr. Cunningham voting NO. Resolution No. 238 - 1994 Tax Allocation Refunding Bonds - Mr. Foster moved to adopt Resolution No. 238, a resolution of the Redevelopment Agency of the City of Redlands approving the issuance of its Redevelopment Project 1994 Tax Allocation Refunding Bonds, trust indentures, escrow agreements, reimbursement agreements, official statements and a purchase contract, authorizing the Executive Director to set the final terms of the sale of the bonds, approving the payment of costs of issuing the bonds and making Redevelopment Agency February 15, 1994 Page 1 certain determinations relating thereto. Motion seconded by Mrs. Gilbreath and carried with Mr. Cunningham voting NO. Late Breaking Item - Redlands Festival Ballet Company - Mr. Cunningham moved to add the following item to the agenda which arose subsequent to the agenda being posted: "Request for use of Agency-owned Property- Redlands Festival Ballet Company." Motion seconded by Mrs. Gilbreath and carried unanimously. Councilmember Cunningham moved to authorize the Redlands Festival Ballet Company use of the building located at 348 Orange Street between February 15, 1994, and April 26, 1994, providing there is no cost to the City. Motion seconded Mrs. Gilbreath and carried unanimously. Closed Session - The Redevelopment Agency meeting recessed at 3:16 P.M. and reconvened at 3:35 P.M. to a closed session for the purpose of discussing property acquisition and/or disposition.
