PRESENT Swen Larson, Chairman Jim Foster, Vice Chairman William E. Cunningham, Member Gilberto Gil, Member Pat Gilbreath, Member Gary M. Luebbers, Executive Director Daniel J. McHugh, Agency Attorney Lorrie Poyzer, Agency Secretary Ted Thomaidis, Redlands Daily Facts Steven Church, The Sun ABSENT None Minutes of the regular meeting of April 5, 1994, were approved as submitted. 346 and 348 North Orange Street - Management Assistant Mar ie Pettus reported staff is seeking direction in order to determine the appropriate course of action for the two Redevelopment Agency-owned properties located at 346 North Orange Street (Palace Livery Stable) and 348 North Orange Street (Pioneer Transfer). She described these two properties which are included within the nationally registered Santa Fe Depot Historic District. As such, it is anticipated that future development will harmonize with the existing historic environment. The recent fire at 360 North Orange Street (The Lite House) compelled staff to obtain an evaluation of the condition of the buildings. The engineering report revealed that there was no visible fire damage to the structure at 346 North Orange Street but the roof framing is broken. The lower four feet of the brick walls are in need of mortar, and seismic retrofitting is needed if the building is to be saved. Total estimated cost for 346 North Orange Street is $101,000.00. The structure at 348 North Orange Street shares a common wall with the 360 North Orange Street. When the fire caused The Lite House roof to collapse, the common wall was pulled to the north. Interim repairs are needed to prevent further deterioration of the building as well as seismic retrofitting. Total estimated cost for 348 North Orange Street is $114,800.00 -$122,100.00. Ray Alexander suggested the removal of at least one of the structures to provide the "window" on Orange Street for the Mitten Building located at 345 Fifth Street and urged the Agency not to do anything at this time. Mr. Foster moved to authorize staff to initiate and conduct demolition proceedings for the Agency-owned properties located at 346 and 348 North Orange Street. The motion was seconded by Mr. Gil but failed by the following vote: AYES: Members Foster and Gil NOES: Members Cunningham and Gilbreath ABSTAIN: Member Larson Following further discussion, Mrs. Gilbreath moved to authorize staff to solicit bids for the repair and seismic retrofitting of 348 North Orange Street and investigate demolition proceedings for 346 North Orange Street. Motion seconded by Councilmember Larson and carried with Councilmembers Cunningham and Foster voting NO. CLOSED SESSION The Redevelopment Agency meeting recessed at 4:44 P.M. to a closed session for the purpose of holding a conference with their real property negotiator regarding the following : 1. Property: Southwest corner of Orange Street and Pearl Avenue (Assessor's Parcel Nos. 169-201-29, 30, and 38) Negotiating Parties: City of Redlands Redevelopment Agency and Cooley Partners Under negotiation: Re-negotiate purchase price and terms 2. Property: Parcel No. 4 of Parcel Map No. 11197 Negotiating Parties: City of Redlands Redevelopment Agency and Jim Glaze Under negotiation: Purchase price and terms The Redevelopment Agency meeting reconvened at 7:00 P.M. at which time Mr. McHugh reported the Agency authorized the sale of Parcel No. 4, Parcel Map No. 11197, to Mr. Glaze for$1.80 per square foot. This authorization was approved with Members Cunningham and Gilbreath voting NO. There being no further business, the meeting adjourned at 7:01 P.M.
