Minutes of the regular meeting of September 5. 1895, were approved as
submitted.
NEW BUSINESS
Set-Aside Funds - R-SB Harbinger Corporation is o nonprofit organization
dedicated to providing affordable housing for the mentally disabled capable of
independent living. The group currently provides housing for eight tenants at
the triplex located at 1029 North Lombard Avenue. On June 14, 1995, R-SB
Harbinger corporation submitted their third request for Redevelopment set-
aside funds for improvements to the triplex. The $37.853.00 request is
earmarked for interior upgrades, |andacuping, fenoing, and the installation of
sprinkler SySt8nn. On July 25, 1995, staff COndU[J8d G site visitation with G
representative from R-SB Harbinger Corporation and inspected each item
n3qUe8i8d for funding. It was noted at that time that many of the interior items
represented upgrades and/or amenities; others were related to ongoing
maintenance which iathe responsibility ofthe property owner. R-SBHorbinger
has received a total of$140,987.00 for the Lombard site to date, and there is o
balance of $5,041.00 in the Revolving Loon Fund and $2.535.00 in the Home
Depot materials fund eU|| available to R-SB Harbinger Corporation. It was the
recommendation of staff that all previous o||noeUonn be exhausted prior to
granting additional set-aside funds for the Lombard property. Staff also
proposed toqualify expenditures based on the same criteria utilized by San
B8[OGndiDO COUDb/ and other 8g8DCi8S administering |OVV- and moderate-
income funds. On behalf of R-SB Harbinger Corporation Vice President Loren
M. Barnett urged the Board members to approve their request for the exterior
improvements and the fire sprinkler installation and distributed pictures of the
facility. Mr. Foster noted the quotes ODthe itemized list submitted appeared tO
be high and moved to authorize the use of set-aide funds in the amount of
$20,000.00 and authorized staff tO provide the Agency 08D1bGB an update UD

the allocation based on the Son Bernardino County criteria. Motion seconded
hxMrs. Gilbreath and carried unanimously.
ADJOURNMENT
Then* being no further business, the Redevelopment Agency meeting
adjourned at 3:43 P.M. The next regular meeting will be held on October 3,
1995.
