The minutes of the regular meeting of May 7, 1996, were unanimously
approved as amended on motion of Mrs. Gilbreath, seconded by Mr. Gil.
NEW BUSINESS
Funds - Soil Remediation - Administrative Services Director Pettus explained
that a 550 gallon fuel tank was discovered at 325 North Eureka Street when a
heavy equipment operator, working for Krikorian Theatres, was grading the
parking lot site. Remediation of the site proved more extensive than originally
anticipated. The total cost for the soil remediation was $46,062.00 and an
additional appropriation is necessary. Mr. Cunningham moved to approve the
request for an additional appropriation in the amount of$27,962.00 to cover the
soil remediation expenses at 325 North Eureka Street. Motion seconded by
Mrs. Gilbreath and carried unanimously.
Set-Aside Funds - Administrative Services Director Pettus explained that
Redlands Senior Housing is requesting an additional $500,000.00 in set-aside
funds to pay for amenities that HUD costs will not allow; such as, balconies,
roof tile, architectural design features, etc. for their proposed expansion of
Casa de la Vista. At the May 9, 1996, Housing Commission meeting, the
commissioners voted unanimously to deny the request and recommended that
a letter of the City's support be drafted detailing the $1,504,537.00 that has
been allocated to Redlands Senior Housing's Casa de la Vista project, and that
the letter be attached to their proposal to HUD. It was also recommended that
American Baptist Homes of the West return to the Housing Commission when
HUD Section 202 funding has been secured. In addition, the Housing
Commission recommended that the $500,000.00 should be reduced and
leveraged with American Baptist Homes of the West funds, and that the dollar
amount requested should be detailed with prices and fees specific. Mr. Larson
moved to deny the request submitted by American Baptist Homes of the West
and Redlands Senior Housing, Inc. for $500,000.00 in developer assistance

Redevelopment Agency set-aside funds and to concur with the
recommendations of the Housing Commission as detailed above. Motion
seconded byMr. Gil and carried unanimously.
