McHugh, Agency Attorney Lorrie Poyzer, Agency Secretary Joshua Lowe, Redlands Daily Facts Valeria Godines, Press Enterprise Alisa Slaughter, San Bernardino County Sun ABSENT None The minutes of the regular meeting of March 18, 1997, were unanimously approved as submitted on motion of Mrs. Gilbreath, seconded by Mr. Larson. JOINT MEETING - REDEVELOPMENT AGENCY AND CITY COUNCIL Resolution No. 251 - Great Neighborhoods Program - Administrative Services Director Pettus recommended approval of three participant agreements for the Great Neighborhoods Program. The participants are requesting assistance with exterior painting and/or landscaping. Staff has interviewed and verified that the homeowners do meet the program requirements. Licensed contractors have submitted a bid on each job and staff has verified all of the participating contractors' requirements. Mr. Gil moved to adopt Resolution No. 251, a resolution of the Board of Directors of the Redevelopment Agency of the City of Redlands authorizing the use of low- and moderate-income housing outside the Redlands Project Area and to approve three participant agreements for the Great Neighborhoods Program between the Redevelopment Agency and Gloria White, Anthony and Patricia Tetrow, and Laureen Kelley. Motion seconded by Mrs. Gilbreath and carried unanimously. (Also see City Council minutes dated April 1, 1997.) Redevelopment Agency April 1, 1997 Page 1 NEW BUSINESS Agreement - California Housing Finance Agency - Administrative Services Director Pettus reported Norwest Mortgage Incorporated is a lender working with Neighborhood Housing Services in the Inland Empire providing first time home buyer loans to qualified families in the City of Redlands. Norwest Mortgage is anxious to offer California Housing Finance Agency financing in conjunction with our down-payment assistance program, and wants to be added to the list of lenders. Neighborhood Housing Services will continue to administer the First Time Home Buyer Program and the Agency staff authorizes all down payment assistance transactions. To date, the Agency has assisted eight families with First Time Home Buyer funds. Two applications have received initial approval. Mrs. Gilbreath moved to enter into a subordinate financing and resale control agreement with California Housing Finance Agency. Motion seconded by Mrs. Banda and carried unanimously. ADJOURNMENT There being no further business, the Board of Directors' meeting of the Redevelopment Agency adjourned at 3:44 P.M. The next regular meeting will be held on April 15, 1997.
