PRESENT Karl N. (Kasey) Haws, Chairman Susan Peppier, Vice Chairman Pat Gilbreath, Member Gary George, Member Jon Harrison, Member ABSENT None STAFF John Davidson, Executive Director; Daniel J. McHugh, Agency Attorney; Michael Reynolds, Agency Treasurer; Jeffrey L. Shaw, Community Development Director; James R. Bueermann, Police Chief; and Lorrie Poyzer, Agency Secretary The minutes of the regular meeting of August 6, 2002, were unanimously approved as submitted on motion of Mrs. Peppier, seconded by Mr. Harrison. JOINT MEETING - REDEVELOPMENT AGENCY AND CITY COUNCIL Resolution No. 349 - First Time Home Buyer - Mr. George moved to adopt Resolution No. 349, a resolution of the Board of Directors of the Redevelopment Agency of the City of Redlands authorizing the use of low- and moderate-income housing funds outside the Redlands Project Area, and a First Time Home Buyer's loan agreement with Ann Cavender, 606 Harding Drive, and authorized execution of the necessary documents. Motion seconded by Mr. Harrison and carried unanimously. Mr. George moved to approve the Declarations of Covenants and Restrictions of Resale covering said property. Motion seconded by Mr. Harrison and carried unanimously. (Also see City Council minutes for September 3, 2002.) NEW BUSINESS Set-Aside Funds - Habitat for Humanity - Mr. George sought the Redevelopment Agency's support to purchase two lots from Housing set-Aside Funds for the placement of two manufactured homes that would then be sold to two low- or moderate-income families. If the Agency concurs with this request, the lots would be purchased and then turned over to Habitat for Humanity who proposes to place a manufactured home on each lot. The Factory Manufactured Housing Charitable Trust will donate one-half of the cost of each manufactured home. A representative from Habitat for Humanity and Vista AmeriCorps were present and urged approval of this request. Purchase of the lots will be discussed in a future closed session.
