CONSENT CALENDAR
Minutes - C)nmotion ofMrs. Gilbreath, seconded byMr. Gallagher, the minutes
of the regular meeting of October 17. 2008. were approved as submitted by
AYE votes ufall present.
Terminate Agreement — First Congregational Church - Due to a potential
conflict of inU3nBGt. K4nS. Gilbreath n8Un8d from the Council Chambers and did
not participate in this matter; a Public Disclosure ofPotential Conflict ofInterest
form is On file in the City Clerk's Office. Mr. Gallagher moved to approve a
request to terminate an exclusive negotiation agreement with the First
C0ngnBg8UOn8| Church of Redlands which had been approved by the
Redevelopment Agency on September 18. 2008. for the purpose of
rehabilitating 13 apartment units 0vvDed by the Church with the iOU9OUOD of
converting them to affordable senior rental units. The Church stated that the
t8rrnS imposed by the Redevelopment Agency were k}O CVSUy and too
restrictive; and therefore, they requested the agreement beterminated. Motion
G8C0nd8d by Mr. Aguilar and carried by AYE votes of all present with
Mrs. Gilbreath having abstained.

PUBLIC COMMENTS
North Redlands Redevelopment Plan - Mario 8auoedo, chairman of the North
Redlands Vision COrnmnitte8, thanked everyone from the City involved in the
partnership for the cleaning project of The Terrace last Saturday. He then
reported the North Redlands Vision Committee has voted to request the
Redevelopment Agency to re-institute the redevelopment process for north
Redlands without any eminent domain. Mr. G8uced0vvG8 referred to Interim
Redevelopment Agency Director Steven Dukett and Acting Executive Director
R@CadiV. Joe R. GOnzG|eS, Northside Advisory COmrnitte8, indicated he was in
favor of this request. Jake Aouirre, Lugonia Community /\eeooiation,
expressed his vehement opposition to this request noting the community does
not want redevelopment and that there is no reason to think they have changed
their minds. Bill Cunningham, who ovvDS property OO the north side Of
Red|ande, did not feel redevelopment was the right vehicle.
ADJOURNMENT
There being no further business, the Board of Directors' meeting of the
Redevelopment Agency adjourned at 4:26 P.M. The next regular meeting will
beheld VnNovember 21. 2O08.
