A reem rrtDonald and Algelut Duk sh re w On motion of Mr. Bean seconded y Mr. Gallagher, the Board unanir-°°ously approved a participation agreement { for the acquisition of fagade easement, authorized the Chairperson to execute, ' and the Secretary to attest to, the document on behalf of the Redevelopment irr Agency, authorized staff to issue escrow instructions,: and authorized staff to take non-substantive actions necessary for the administration of the facade easement agreement. NEW BUSINESS Financial Assistance_- Sada Bernardino County ng Agthori - Redevelopment and Economic Development Director Hobbs reported the Sari Bernardino County dousing Authority proposes to develop a 75 million dollar intergenerational, mixed-income residential community in the City of Redlands that will include 109 new rental units and 39 single-family homes on the northeast corner of Grange Street and t ugonia .Avenue. Each component will be designed and built m6th a fracas on,Green Building and energy efficiency. In :November 17. 2009 December 1, 2009 4. Z addition, the new development will include a large management and community services building that will be utilized to provide residents and their families with access to a variety of essential supportive services. Twenty Two Million ($22,000,000,00) Dollars will be in the form of HUD assistance. These funds would be leveraged with other resources. The Redevelopment Agency has been requested to consider providing financial assistance for the HOPE V1 project, If legally permissible, the RDA staff recommends contributing up to $300,000,00 towards the costs that A411 be incurred by the HOPE V1 project. This financial assistance could be taken from either the RDA tax increment fund balance or from the RDA low-moderate housing fund for FY 09110, There are legal restrictions on the use of both sources of funding which will need to be explored with Agency counsel if the Agency Board favors providing the project with financial assistance. Susan Benner, Executive Director of the Housing Authority, addressed the Agency Board of Directors. Following discussion, Mr,. Harrison moved to support the San Bernardino County Housing Authorit)(s request and to authorize the Chairperson to sign a letter indicating the Agency's commitment. Motion seconded by Mr. Gallagher and carried Unanimously. PUBLIC COMMENTS None forthcoming.
