PRESENT: Pete Aguilar, Mayor Paul Foster, Mayor Pro Tem Jon Harrison, Councilmember Jerry Bean, Councilmember Bob Gardner, Councilmember ABSENT: None STAFF: Enrique Martinez, City Manager; Dan McHugh, City Attorney; Sam Irwin, City Clerk; Carl Baker, Public Information Officer; Jeff Frazier, Fire Chief, Mark Garcia, Police Chief, Danielle Garcia, Interim Chief Information Officer; Fred Mousavipour, Municipal Utilities and Engineering Director; Fred Cardenas, Quality of Life Director; Tina Kundig, Finance Director; Oscar Orci, Development Services Director; Ashley Shear, Interim Human Resources Director Mayor Aguilar called the meeting to order and offered those present the opportunity to provide public comment on any subject within the jurisdiction of the City Council or the Successor Agency. PUBLIC COMMENT: None forthcoming. FY 2013-2014 BUDGETS - CONSIDERATION AND POSSIBLE ADOPTION: Finance Director Kundig provided an overview of the budgets presented for consideration. The proposed FY 2013-2014 Budget presents a balanced General Fund Budget, maintains reserves which increased from $6.9 million at June 30, 2012 to $7.5 million during FY 2012-2013, and maintains or enhances service levels. Ms. Kundig highlighted expenditure and personnel authorization changes from FY 2012-2013 as they pertain to each department. As members of the City Council Budget Subcommittee, Councilmembers Gilbreath and Gardner provided comments as to their perceptions of the document proposed for consideration. Discussion centered on prioritization of those items not funded in the proposed budget and methods for measuring effectiveness of expenditures. Consensus agreed to present the proposed FY 2013-2014 Budget for adoption at the next regular City Council meeting scheduled for June 4, 2013. Mayor Aguilar summarized those items needed for the presentation as a balance sheet and a matrix of personnel changes to be added as a supplemental to the budget document. Further discussion of unfunded needs will be included in the goal setting workshop scheduled as a special meeting of the City Council on June 28, 2013. ADJOURNMENT: There being no further business, the meeting was adjourned at 5:54 P.M. The next regular City Council meeting is scheduled for 5:00 P.M. June 4, 2013.
