On motion of Councilman Wagner, seconded by Councilman Cummings , C .R.A. Nc 180 was adopted by the City Council subject to the requiremen of all departments as stated in Planning Commission minutes dated March 25 , 1965, and with the additional requirement tkiia no occupancy permit be granted until there has been satisfact administrative approval of' studies for the ingress and egres-- Redlands Boulevard between Palm and Cypress Avenues. Andrews - Time Extension That a time extension of one year be granted for Tract No . to April 21, 1966 , On motion of Councilman Hartzell, secondc by Councilman Cummings , the recommendation of the Planning Department was adopted by the City Council , 4 . The letter protests tho requirement to provide a water line along Cypress Avenue and the requireatent to cover the -storm drain running along the northeast line of the property. ffter very lenjthy discussion, Councilman Hartzell made the following motion which was secorided by Councilman Cummings : j-hat the City waive the cost of the installation of the 8 inch line from the east property line to Orchard Drive , and the cost of one fire hydrant . Referring his "No" vote , Mayor Burroughs stated that he believed the ci finances and policy Nvere not iit a position to establish a pre dent in this case . Mr. Wagner stated that although a cost of dais type is usually borne by a developer, and this case is different , the policy cannot be helped by varying . Motion carri(�d . ADVISORY COMMITTEE RECOINIMENDATIONS seconded by Councilman Cummings , the recommendation of the Advisory Committee was adopted by the City Council . 2 . That the request of H. M. Beguelin for permission to sign the Improvement thrdinance Agreement in leiu of installation of curbs as required in Lot Split No . 290 as per Ordinance No . 921 for property located on the south side of the Terrace approximately 700 feet east of Sixth Street be approved, , but that curbs be installed at such time in the future as a building permit is requested. On motion of Councilman Hartzell , seconded by Councilman Wagner, the recommendation of the Advisory Committee was adopted by the City Suncil. Th, request of Dean W. Rahn for permission to sign the Improve- ment Ordinance Agreement in lieu of the installation of sidewalks as required in Ordinance 1193 for property located on the south side of Summit Avenue approximatelY 350 feet east of Elm Street , be approved and that said sidewalk he installed at such time as the .City Council deems it necessary. On motion of Councilman Cummings , seconded by Councilman Wagner, the recommendation ol.' the Advisory Committee was adopted by the City Council. �D BUSINESS In connection with difficulties being encountered by the Department of Public Works in requiring bonding companies to maRe good off-site sena improvements presumably insured by bonds , the City Council, on motion of Councilman Cunmiings , seconded by Councilman Hartzell , te autIuMotul the City Attorney to take legal action in the matter of ments various delinquent subdivision improvement bonds . Authorization to be effective May 14 , to allow time for any sincere company to work on the subdivision they are bonding. At a regular Council meeting on March 2 , 1965 , protests by some apartment owners were registered relative to the business license being applied to apartment owners this year. The matter was tabled until this meeting to allow the City Treasurer to compile a survey S of the operation in other cities in Southern California. Mr. Poyzer submitted his report at this time - containin6 information obtained t from over fifty cities and indicating that this arbitrary tax is ill effect in approximately 68% of the cities . In the discussion the exemption line of four or less rentals as well as non-contiguous property was considered . In conclusion, Councilman Cummings moved that the Business License Ordinance be as to cover licensing of four or more rental units not owner occupied ) , and that said rental units need not be contiguous. Motion seconded by Councilman Hartzell and carried.
