The minutes of the regular meeting of July 20 were approved as mitted. Mayor Burroughs welcomed a large audience and invited these int residents to return often. PUBLIC HEARINGS This being the time and place advertised for a public hearing o ance No. 1298 , an ordinance of the City of Redlands establishin Ordinance zoning of Annexation No . 25, Mayor Burroughs at this time decla No . 1298 meeting open as a public hearing of any protests or comment rel Zoning to the proposed ordinance. None being fortho.atning, the public Annex. No. 25 was closed. Second detailed reading of the ordinance was waive on motion of Councilman Hartzell , seconded by Councilman Wagner ordinance was adopted by the following roll call vote : AYES : Councilmen Martinez , Wagner, Cummings , Hartzell , Mayor NOES - None ABSENT: None ORAL PETITIONS Mr. R. G. Foster of Long Beach addressed the Council in behalf Air, Inc_ . , stating that in the first seven weeks of its flying to Redlands the firm had lost in excess of $15 , 000. 00. Between C-Air 15 and July '31 , C-Air made 374 flights and carried only 724 pas Report The firm has .now cut the number of flights and rearranged its s in order to economize . Mr. Foster requests a cash subsidy from City; additional assistance from the Chamber of Commerce and of civic groups ; more active support from business ; and the possib joining of Redlands and San. Bernardino in establishing an Inlan Airport . Attorney Taylor advised Council that the State Constitution pro subsidies to private business , Council discussed the problems outlined and stressed the overal fits to Redlands development by, the availability of such a sere Councilman Cummings recommended that the Airport Advisory Board the Manager ' s Office investigate the problems and bring recomme for means of assistance , and that REDCO be apprised of the need C-Air for its vigorous support throughout the area. COMMUNICATIONS Ci ,Ni i ft n Cl a Ir ca c M August 3 , 1965 at 3:00 P.M. 1 . R. P. C . No . 249 - Amendment No. 62 to Ordinance No. 1000 R.P. C . No . 249 , amending Zoning Ordinance No . 1000 - revising Residential Estate District - was tabled on motion of Council- maa Hartzell , seconded by Councilman Cummings to await the out- come of the study on the C-1 and C-2 district as applied to the Planning Ordinance . 2 . Conditional Use Permit No . 103 - E. L. Zeiner This request was first presented to the Council an December 1 , 1964. It was tabled at that time to allow for study of a Mobile Homes Parks Ordinance . It is the present recommendation of the Planning Commission that this application be considered under the regulations in effect at the time the application was sub- mitted, and that it be subject to the property development stand- ards of the ordinance now under consideration as Amendment No . 61 to Zoning Ordinance No. 1000, Following discussion and clarifi- cation of problem areas by Attorney Davis , Councilman Hartzell moved to deny the Planning Commission recommendation and consider this application only under a new Mobile Homes Parks Ordinance . Giving Vice-mayor Hartzell the gavel , Mayor Burroughs seconded the motion. Lengthy discussion followed the above motion, during which time Mr. Zeiner and his attorney, Mr. Rex Cranmer, answered Council ' s questions . The motion was defeated by the following vote : AYES : Councilman Hartzell , Mayor Burroughs NOES : Councilmen Wagner, Martinez , Cummings ABSENT: None The Council recessed for five minutes. Following recess , Councilman Cummings moved that the Planning Com- mission be instructed to process the application Linder the then-- existing Ordinance No . 1202 '* subject to the property development standards in the Mobile Home Parks Ordinance at its present stage of development , and that a complete application be furnished. Motion seconded by Councilman Wagner and carried by the following vote ., AYES : Councilmen Martinez , Wagner, Cummings , Mayor Burroughs NOES : Councilman Hartzell. ABSENT: None Councilman Hartzell voted NO for the reasons that this use was not permitted at the time Ordinance No . 1202 was in effect , and at -the time Mr. Zeiner made his application.. 3. Variance No. 124 - Paul and Elizabeth Zatske That the request of Paul and Elizabeth Zatzke for a variance to reopen a miniature golf course located on the east side of Church Street approximately 150 feet south of Colton Avenue , C-1 District , be approved subject to all requirements as outlined in Planning Commission minutes dated July 27 , 1965 . On the motion of Council- man Wagner, seconded by Councilman Martinez , the recommendation of the Planning Commission was adopted by the City Council with the added provision that this variance be reviewed on a yearly basis . Mr. Hartzell voted "No" for the reasons that 1 ) there was no dem- onstration of hardship, 2) this is not a right allowed by zone , and 3) it perpetuates a non-conforming use . * RY COMMITTEE RECOMMENDATIONS as considered by the City Council at a regular meeting thereof held August 3 , 1965 , 1 . That the request of Mr. M. K . On motion of Councilman Cummings , seconded by Councilman Hartzell , the recommendations of the Advisory Commit tee was adopted by the City Council. That the request of the First Assembly of God Church for permit sion to sign the improvement ordinance agreement in lieu of the installation of sidewalks , curb and gutter as required in Condi tional Use Permit No . 91 as per Ordinance 1000 for property lo- cated on the east side of Ford Street approximately 400 feet south of Crestview road be approved for the sidewalks , as the extreme height of the adjoining bank makes their installation impractical. Curb and gutter should be installed at this time , however , as this would allow for a turn lane which will become increasingly necessary. On motion of Councilman Wagner, seconc by Councilman Martinez , the recommendation of the Advisory Com- mittee was adopted by the City Council. NEW BUSINESS Ordinance No . 1296 , an ordinance of the City of Redlands adopt] Uniform Plumbing Code and repealing Ordinance No . 1198, present Ordinance discussed. Council decided to omit time limit in Article 84-F No . 1296 cussed adding a provision for sewer check valve to Section 1100 lumbing This addition was later determined to be unnecessary as it is c Code trolled in the Plumbing Code . In order to retain Mr. Losee 's tenure an(� for status with the school district , the Commission recommended that he I continue to be paid by 'the school district on an administrative level commensurate with his position. Mr. Wagner , noting Mr. Losee ' s excel- lent record during the summer recreation program, moved that the City Council concur in this appointment , seconded by Councilman Cummings , arid, the motion carried unanimously. City Manager Merritt read a letter from Richard D. McHenry of the Chamber of Commerce presenting the Chamber ' s proposed 1965-66 budget , t of and a, request for additional funds from the city. Chamber President ,ce Robert L. Miller and several Chamber members addressed the Council. Following discussion Councilman Wagner recommended the request be tabled for study by representatives of the Council and the Chamber. Mayor Burroughs appointed Councilmen Wagner and Hartzell to represent the City Council for such a study. City Manager Merritt recommended that the Sister City Committee offic( , formerly located in a portion of the Personnel Office in City Hall , b( City relocated in an unused room In the Safety Building. This move was re- tee quested by the Sister City Committee and approved on motion of Counci' - e man Wagner. Resolution No. 21170 , a resolution of the City of Redlands , providing ion for a raise of 10% in the charges made for disposal department serv- 70 ice,* presented and unanimously adopted on motion of Councilman Hart- al zell , seconded by Councilman Wagner, This resolution is to become effective on September 1 , 1965. Resolution No. 2469 , a resolution of the City of Redlands , amending ion Resolution No. 2458 , "Establishing a Salary Schedule and Compensation 69 Plan for City Employees , " as applies to the Park Department ,* presented and adopted on motion of Councilman Cummings , seconded by Councilman ,enc Wagner. After adoption of this resolution, Mayor Burroughs read two letters o: commendation to Park Superintendent Dawson - one from the Redlands Rotary Club , the other from the Chamber of Commerce . Authorization was given for the City Clerk to call. for bids on a Four-Wheel Loader , Diesel Type , for the street department , on motion. of Councilman Cummings , seconded by Councilman Hartzell .
