Cummings , Councilman 1965 , the following recommendation was submitted for Council consid- eration: -ution Pursuant to Article 676 , Section 676 . 8 of the Redlands 2473 Traffic Ordinance : 'fie To establish a yield sign on Grove Street to require northbound and southbound 'vehicles to yield, right-of-way at railroad crossing. On motion of Councilman Wagner, seconded by Councilman Martinez , Resolution No . 2473 , amending the Traffic Ordinance , as, above recom- mended, was adopted by the City Council. --CMMISSION'-'RECOIDENDATIONS As considered by the City Council at a regular meeting thereof held September 7 , 1965 at 3: 00 P-M. 1 . R.P. C . No. 252 - Amendment No . 63 to Ordinance Nb. 1000 That R.P.C . 252 - amending Zoning Ordinance No. 1000 - a complete re- vision of Section 16. 00, R-S Suburban Residential District be approved, also amending Section 16 . 20 G, "Side Yard, " to require a. five ( 5) and ten ( 10) foot side setback and utilizing the ex- ception provisions proposed for the R-A and R-E zones . On nio- tion of Councilman Wagner, seconded by Councilman Cummings , R.P. C. No. 252 was approved and Ordinance No. 1302 , an ordinance of the City of Redlands , Amendment No . 63 to Zoning Ordinance No . 1000, was presented, and laid over under the rules with public hearing thereon set for September 21 , 1965. 2. Lot Split No . 361 - Edward C. Klein That the request of Edward C. Klein for permission to split prop- ertv located on the southeast corner of Henrietta. and Ridge Streets - Lot Split No. 361 - be approved subject to the recom- mendations of all departments as contained in Planning Commission minutes dated August 24 , 1965, adding thereto Engineering Depart- ment recommendation No. 6 : To install standard sidewalks on all streets , On motion of Councilman Wagner, seconded by Councilman Martinez , the recommendation of the Planning Commission was adopted by the City Council, 3. Lot Split No . 362 - A. B. Rezendes That the request of A. B. I-Zezendes for permission to split prop- erty located at 226 East Cypress Avenue - Lot Split No . 362 - be approved subject to the recommendations of all departments as contained in Planning Commission minutes dated August 24 , 1965. On motion of Councilman Wagner, seconded 'by Councilman. Martinez , the recommendation of the Planning Commission was adopted by the City Council . 4 . Lot Split No. 363 - A. M. Taylor That the request of A. M. Taylor for permission to split property located on the southeast corner of Crescent Avenue and Crown Street - Lot Split No . 363 - be approved subject to the recom- mendations of all departments as contained in Planning Commission minutes dated August 24, 1965, adding thereto Engineering Depart- ment recommendation No. 7 : To install standard sidewalks on both streets . On motion of Councilman Cummings , seconded by Council- man Wagner, the recommendation of the Planning Commission was adopted by the City Council. 5. Lot Split No , 350 - 17. M. Billick - Final Al2j2roval All provisions as contained in Council minutes dated September 1 , 1964 having been complied with, it is the recommendation of the Planning Department that final approval be given for Lot Councilman Wagner, seconded by Councilman Cummings , the recoml:-7y mendation of the Advisory Committee was adopted by the City Cofincil. 2 . That the request of A. M. Taylor for permission to sign the lm provement Ordinance Agreement in lieu of the installation of curb, gutter and sidewalk on Crown Street as per lot split No. 363 for property located on the southeast corner of Crown Stre and Crescent Avenue be approved for the reason that installati of these improvements would necessitate the removal of a tree the corner - these improvements to be waived until such time a the corner lot is built on. On motion of Councilman Cummings , seconded by Councilman Wagner, the recommendation of the Advis Committee was adopted by the City Council. APPLICATION& AN-141PETITIONS City Manager Merritt read a letter from Rick Jirsa, Chairman o. lands Organization of American Youth requesting waiver of fees Youth Concert use of the Redlands Bowl for a Youth Concert on September 10 , Redlands Bowl On motion of Councilman Wagner, seconded by Councilman Martine requested waiver of fees was approved providing the group furn cleanup following the concert , to meet the standards of the Pa: Department . J . L. Lambeth requested the issuance of a temporary occupancy to a new service business at 317 Brookside Avenue to facilitat Temporary establishment under a current state license - the business to i Occupancy Permit later to 336 Brookside. On motion of Councilman 'Wagner , secon J. L. Lambeth Councilman Martinez , temporary occupancy for a period of three was approved by the City Council. On November 17 , 1964, the developers of a shopping center lova the Southeast corner of San Bernardino Avenue and Orange Stree C .U .P. #111 - received Council permission to vary procedure req by ordinance in a C-2 Aone , in order to proceed with construct a Shell Service Station and Tastee Freez building prior to con Request tion of the market 'building, with the understanding that no oc Occupancy Permit permits would be granted until the market was begun, On May I R. G. Staff Council granted permission for occupancy on the two buildings . this time , Mr. R. G. Staff requests Council permission for iss of occupancy permits for two more tenants although the market not begun. Stating that a requirement of the C-2 ordinance is construction of a food store , and that considerable deviation ready been granted, Councilman Wagner moved for denial of the Councilman Martinez seconded the motion. Motion carried. COMMUNICATIONS Manager Merritt read a letter from the Junior 'Women of the Con orary Club offering the City $600. 00 to be used for the purcha Donation playground equipment for Isaac Ford Park. Remarking -that this Isaac Ford has already made a substantial donation to the Park, Councilma Park Wagner moved that the gift be accepted, that a letter of appre be sent , and that Park Superintendent Dawson be appointed to c iance the Sign Code , Chapter 81 , Section 8111 . 20 - Freeway Oriented Signs - 1301 presented, second detailed reading waived on motion of Councilman ,way Wagner, seconded by Councilman Martinez , and. adopted by the following ited ,),ns roll call -vote : AYES : Councilmen Martinez , Wagner, Vice-Mayor Hartzell NOES : None ABSENT: Mayor Burroughs , Councilman Cummings Ordinance No . 1299 , an ordinance approving Annexation No . 25 to the iance City of Redlands , adopted on motion of Councilman Wagner, seconded by 1299 Councilman Martinez - reading in full waived - by- the following roll )val call vote : �o . 25 AYES : Councilmen Martinez , Wagner, Vice-Mayor Hartzell NOES : None ABSENT: Mayor Burroughs , Councilman Cummings Resolution No . 2474, a resolution of the City of Redlands , adopting a Lution salary schedule for overtime pay purposes for uniformed police offi- 21174 cers and rescinding Resolution No. 2467 , presented and adopted on mo- tion of Councilman Wagner, seconded 'by Councilman Martinez . Director of Public Works Shone reported on the meeting between City representatives and. members of the Zone 3 Flood. Control District . )ort The District agreed to draw up right-of-way documents for maintenance Control work along the ganja from 9th Street to Opal Avenue ; and authorized :rice the City to handle the engineering on extension of the drain along Redlands Boulevard to the Zanja. 3INESS Director of public Works Shone recommended that the City Council ini- tiate proceedings for the annexation of city-owned well-site property -lions Resolutions No . 2475 , 2476 and 2477 - Annexations Nos . 26 , 27 and 28 )wr)ed resolutions of intention to initiate the annexations as contiguous 'rty and non-contiguous to existing boundary, were presented and adopted on motion of Councilman Wagner, seconded by Councilman Martinez , with the City Clerk authorized to proceed as directed by the State Code. �NAC ER On. motion. of Councilman Wagner, seconded by Councilman Martinez , an agreement between the City and W. E. and J . B. Brown concerning right . ,ement of-way at the intersection of Terracina and Cypress Avenue and estab- Brown lishing, true boundary lines between properties , was approved by the City City Council with the City Manager authorized to execute said agree- ment in behalf of the City of Redlands . Authorization was given for the City Clerk to call for bids on the I Call furnishing and installing of an inflated reservoir roof on the High- roir Roof land Avenue Reservoir, on motion of Councilman Wagner, seconded by Councilman Martinez . On motion of Councilman Martinez , seconded. by Councilman Wagner, an Council discussion of the problems connected with this type of Application tainment and the burden placed on city services , Councilman Wa Circus moved to deny the request for the reasons that it is not compa with the area in which application, is being made , and the neve: not in any way provide for the cost of the services required. seconded by Councilman Martinez and carried.
