Martinez , Councilman The meeting was opened with the pledge of allegiance , followed invocation by Reverend Luther G. Hardyman of the State Street Christian Church. The minutes of the regular meeting of September 7 , 1965 were a, as submitted. BIDS Bids having been called for this date on the furnishing of, an stalling an inflated reservoir roof for the Highland Avenue Re the following bid was publicly opened and declared in the offi, the City Clerk at 10 :00 A.M. this date : Globe Linings , Inc . Long Beach, California 21 , 652. 00 At this time , upon recommendation of Water Department Superinti Lowry, this bid was tabled for study on motion of Councilman W; seconded by Councilman Cummings . Building Superintendent Phelps explained that alteration of a residence to a. commercial appearance is not permitted in the C-4 Zone . following discussion, Councilman Wagner moved to deny the request for plate glass windows , and urged the staff to as- sist Mr. Gish in finding some acceptable solution to his problem. Motion seconded by CoLtricilman Cummings and carried. Mi,,, . Hal Simon of the North Redlands Shopping Center brought to Coun- cil attention the presence of a large pepper tree which fie believes to be a traffic hazard adjacent to the entrance of the shopping cen- ter , The Council agreed that the photograph indicates the tree may be a hazard, and referred the problem to the Park Department for study. 4G COMMISSION RECOMMENDATIONS As considered by the City Council at a regular meeting thereof held September 21 , 1965 at 3 -00 P.M. Present : Councilmen Martinez , Wagner, Cummings , Vice-Mayor Hartzell , Attorney Davis Absent : Mayor Burroughs (I . Variance No . 125 - Robert 1. Stern That the request of Robert I. Stern for a variance to permit the installation of two signs which exceed the area. and height regu- lations of the R-2 district , on property located at 1325 Citrus AV,enue be denied, and further recommend that the present sign be permitted to remain for a period of sixty days pending the out- come of an amendment to the sign ordinance. On motion of Coun- cilman Cummings , seconded by Councilman Martinez , the recommen- dation of the Planning Commission was adopted by the City Council . 2 . Tentative Map - Tract No . 6953 w Herb Tobin That the tentative map of Tract No . 6953 , located on the north side of Fern Avenue between Bellevue Avenue and, Lakeside Avenue , be approved subject to the recommendations of all departments as contained in Planning Commission minutes dated September 14 , 1965 , and the study map prepared by the Planning Department ; that 2( d) under engineering division , Lot No . 39 be changed to Lot No. 42 in accordance with the study map; planning recom- mendation No. 2 should be revised to include wordage that a. 20- foot drainage easement should be provided on the east property line from Lot 1 through Lot 23 , subject to approval and loca- tion by Public Works Department ; add Planning Department recom- mendation No. 7 : Chain link fence to be placed along the west side of the drainage channel adjacent to recreation lot and Lots I arid. 23. Following lengthy discussion of easements , grading and drainage , on motion of Councilman Wagner, seconded by Councilman Cummings , this application was tabled for one month . Mr. Tobin concurred in this decision. 3 . Home Occupation Permit No . 21 - Dr. George R. Riday That the request of Dr. George R. Riday for a Home Occupation Permit to conduct a family counseling office in his residence at 1105 West Highland Avenue , be approved subject to Planning Department requirements for such permit . On motion of Coun- cilman Cummings , seconded by Councilman Martinez , this recom- mendation was adopted by the City Council . First Presbyterian Church - Development Plan Al J-t...A - TUF- D-1... -4� n4 __--- 1-i -__ 1- f7 9 4 -- Gruen Study, and the reinvestment of funds received from the sale of the balance of the city-owned parking lot - following appraisals - in further public property in the Civic Center area. Motion seconded by Councilman Martinez and carried. Following this motion, Attorney Davis made the statement : "It is understood that this statement of general intent is not binding upon the City as an obligation, but is subject to spe- cific departmental and Council requirements submitted or to be submitted from time to time as development plans are presented APPLICATIONS AND PETITIONS Mr. Ray Staff, whose request for occupancy permits in the Nort. lands Shopping Center was denied at the last Council meeting b of failure to comply with the food market requirement of the C Occupancy ordinance , now presents the copy of a lease with the Star Mark Permits a 5 , 000-foot food store , and requests issuance of four occupan, Ray Staff mils . Councilman Wagner , seconded by Councilman Cummings , mad following motion, That temporary occupancy permits which .will November 15 , '1965 , be granted the barber shop , 'beauty shop, Iii store and la,undromat ; that these permits will become permanent time the occupancy permit for the market is granted, and that j tional occupancy permits will be granted until the market perm -issued. Motion carried by the following roll call vote : AYES : Councilmen. Wagner and Cummings , NOES : Councilman Hartzell ABSENT: Councilman Martinez , Mayor Burroughs CouncilmanHartzell voted "No" for the reason that this is an L ranted interpretation of the C-2 ordinance ; that it is hazardou the standpoint of future uses of this matter and establishes a dent ; and that the basic use and reason for a C-2 center has nc complied with. COMMUNICATIONS From the Dependency Prevention Commission of San Bernardino CoL request that the City donate office space for use by Mrs . Rose who serves as Implementer for the program. On motion of Counci Cummings , seconded by Councilman Wagner , the City Manager was a ized to arrange temporary offied space on a month-to-month basi Vice-Mayor Hartzell read a- letter from Milton Sage commending C Robert E. Orwig and the Fire Department for efficiency in repox and speedy action in handling the recent fire in the Sage store A letter from Mrs. Ruth Lange commending the Humane Department efficient and conscientious efforts . Resolution No . 2478 , a resolution of the City Council supporting the application of C-Air, Incorporated, to the Public 'Utilities Commis- lution cion of the State of California, for a certificate of public conveni- 2478 -Air ence and necessity as a passenger air carrier, presented and adopted on motion of Councilman Wagner, seconded by Councilman Cummings . On motion of Councilman Cummings , seconded by Councilman Wagner, the itional City Council authorized an additional appropriation in the amount of priation $1 , 200. 00 for the purchase of a used police vehicle to replace the Dlice one recently demolished while aiding the Sheriff ' s Department on a. artment High speed pursuit. This amount to be financed from the General Fund Budget Surplus . Manager Merritt explained that the contemplated widening of Eureka and Vine Streets as recommended in the Gruen Study would be facili- lution tated by having these streets included in the Select System of 2479 Streets . Resolution No . 211'79 , a resolution of the Ci.ty of Redlands Street accomplishing the above recommendation, presented and adopted on stem motion of Councilman Wagner , seconded by Councilman Cummings. A Grant Deed to the City of Redlands from William E. and Janice 13. Brown of all of Lot 5 , Section 4 , T2S , R3W, Book 9 of Maps , Page 27 , Deed accepted on motion of Councilman Wagner, seconded by Councilman wn Cummings , with the City Manager authorized to execute the certificate of acceptance on behalf of the City of Redlands . Resolution No. 2480 , a resolution of the City Council opposing an. lution application for change of zone classification being considered by the 22180 San Bernardino County Planning Commission - an area known as San Timoteo Canyon, adjacent to Live Oak Canyon Road - adopted on motion of Councilman Wagner , seconded by Councilman Cummings . Bills and salaries were ordered paid as approved by the Finance Com- mittee . No further business demanding attention at this time , on motion, the Council adjourned at 8 : 50 P.M.
