relative to the ordinance . None being forthcoming, the public liearly�
ing was declared closed . Second detailed reading of the ordinance was
waived and Ordinance No . 1303 adopted by the City Council on motion
of Councilman Wagner, seconded by Councilman Martinez with the fol-
lowing roll call vote :

At this time , to conform with the above Ordinance No , 1100 , and in
order to establish higher sign standards as exemplified in the re
stance vitalization plan for downtown Redlands , Ordinance No . 1306 , an or-

linaace amending the Sign Code of the City of hedlands , Chapter 81 ,
r'ns Section 6111 13 , was inTroduced , given first reading and the title 00
motion of Councilman Wagner, seconded by Councilman Hartzell , and
laid over to an adjourned Council meeting on November 22 , 1905.
TITIGNS "r. Wilson Heard requested a variance for his huildii:l, at 21 West
Colton Avenue from the Building Department requirement that windows
lilt on the west side of this building he closed by installation of bricks,.
Mr. Heard stated this was a change of occupancy and that the closest�
structure to the west was over 15 feet from his building. It is the
recommendation of the Building Department that a covenant running
with Lhe land be signed to guarantee this closure at such time as a
building is constructed on the property to the west . On motion of
Councilman Cummings , seconded by Councilman Wagner, a variance to the ,
building code was approved subject to the execution of a covenant
running with the land being properly recorded .

Conditional Use Permit No . 117 - University 01 Redlands
That the request ot the University of Redlands for a Conditional.
Use Permit in an R-2 Zone to expand its present boundary and con-
struct a speech center on property located on the east side of it
University Street between Sylvan Boulevard and the railroad tracks
be approved, subject to the recommendations of all departments as
contained in Planning Commission minutes, dated November 1905,
with the added provision that Water Division requirements be
worked out between the University and the Department of Public
Works , and Engineering Division Item #2 and Part Department #4
be referred to a committee consisting of representatives of the
University, the Council , the Street Division, Mr . Shone and the
present Advisory Committee. On motioU of Councilman Wagner ,
seconded by Councilman Hartzell , the recommendation of the Plan-
ning Commission was adopted by the City Council . Councilman
Cummings abstained from voting on this matter.

proved , subject to the requirements of all departments as con-

proved subject to the recommendations of all departments as

Tract No . 4598 - Lewis McKee
At this time, IMr. Lewis McKee protested the Council ' s action o
November 21 , 196
5 , in which lie would be required to install cur
and gutters for property located on the south side of Llizabet
Street between Dwight and Halsey. Mr . McKee stated that it wa
the Council ' s intent in 1914
that lie be required to install th
improvements only if' the street were widened an additional 16
feet . Following very lenr

Councilman Hartzell- , seconded by Councilman Wagner, the. adopti
of' the Advisory Committee recommendation on this matter was re
scincted , the bond ordered released , and Mr. McKee relieved of
any responsibility in this matter. Motion carried.
Conditional Use I-lermit. No . 106 - Buin Corporation
The BuArt Corporation requests reconsideration of the Engineeri
requirements for C .U. P. No . 106 as the proposed development ha
been reduced from 321 acres to !) acres . The Engineering Depart
ment has drawn up new requirements to apply to C .U.P. No . 100.
On motion of Councilman Hartzell , seconded by Councilman Cum-
mings, the revised requirements , dated November 2, 1965 , were
approved by the Council , to be subject to further revision as
precise data is available on water drainage and grading. Mo ti
carried. Councilman Wag-ner abstained from voting.
ADVISORY COMMITTEE RECOMMENDS TfUNS - as submitted for Council consideration at
regular meeting thereof on November 16 , 1905 .
1 . That the request of 'Pony Freitas for permission to sign the Im
provement Ordinance Agreement in lieu of installation of off-
site improvements , as required in Lot Split No . 365 1*01' Prop-
erty known as 1139 West Cypress Avenue , be approved for the
reason that installation at this time would cause a drainare
problem. On motion of Gounciltrian Wagner, seconded by Council-
man Hartzell, this recommendation of the Advisory Committee wa
adopted by the City Council .
That the request of Robb Hicks for permission to sign the Im-
provement Ordinance Agreement in lieu of off-site improvements
on Bow A as required in Lot Split No. 3(,)(.) for property known a
2' Summit Avenue be approved because the city has not yet deter
mined to what standard Bow A will be developed .

sign the Improvement Ordinance Agreement for property located on
the northwest corner of Citrus and Sixth Streets in order to in-
stall a temporary- 7-foot wide sidewalk instead or the required
12-foot wide on Sixth Street lie approved, for the reason that
Lhe property immediately to the north has a 6-foot wide sidewall%-.
