The meeting was opened with the pledge of allegiance, followed
invocation by Reverend Loyal Vickers of the San Bernardino Coui
Churches .
The minutes of the regular meeting of November 2 , 1965, were at
as submitted .

At this time, the recommendation from the Manager' s Office and
Purchasing Department was as follows :
Item A - award to low qualified bidder, Jim Glaze, Inc . , in tht
amount of $2, 885. 56. On motion of Councilman Hartzell, second(
Councilman Cummings , this recommendation was approved by the CJ
Council. Councilman Martinez abstained from voting.
Items B, C, D, E - award to low qualified bidder, Wayne Gossett
ment No . 64 to Zoning Ordinance No. 1000, Mayor Burroughs at this
Lnance time opened the meeting as a public hearing of any protests or comment
1303 relative to the ordinance . None being forthcoming, the public hearing
zing was declared closed. Second detailed reading of the ordinance was
waived and Ordinance No. 1303 adopted by the City Council on motion
of Councilman Wagner, seconded by Councilman Martinez with the fol-
lowing roll call vote :

At this time , to conform with the above Ordinance No . 1303 , and in
order to establish higher sign standards as exemplified in the re-
Lnance vitalization plan for downtown Redlands, Ordinance No . 1306 , an or-
13o6 dinance amending the Sign Code of the City of Redlands, Chapter 81 ,
Lgns Section 8111 . 13 , was introduced, given first reading and the title on
motion of Councilman Wagner, seconded by Councilman Hartzell, and
laid over to an adjourned Council meeting on November 22, 1965.
�,'TITIONS Mr. Wilson Heard requested a variance for his building at 21 West
Colton Avenue from the Building Department requirement that windows
ant on the west side of this building be closed by installation of bricks ,

d Mr. Heard stated this was a change of occupancy and that the closest
,
structure to the west was over 15 feet from his building. It is the
recommendation of the Building Department that a covenant running
with the land be signed to guarantee this closure at such time as a
building is constructed on the property to the west . On motion of
Councilman Cummings, seconded by Councilman Wagner, a variance to the
building code was approved subject to the execution of a covenant
running with the land being properly recorded.
iG COMMISSION RECOMMENDATIONS
As considered by the City Council at a regular meeting thereof held
November 16, 1965, at 3 '.00 P.M.

1 . Conditional Use Permit No. 117 - University of Redlands
That the request of the University of Redlands for a Conditional
Use Permit in an R-2 Zone to expand its present boundary and con-
struct a speech center on property located on the east side of
University Street between Sylvan Boulevard and the railroad tracks
be approved, subject to the recommendations of all departments as
contained in Planning Commission minutes, dated November 9, 1965,
with the added provision that Water Division requirements be
worked out between the University and the Department of Public
Works , and Engineering Division Item #2 and Park Department #4
be referred to a committee consisting of representatives of the
University, the Council , the Street Division, Mr. Shone and the
present Advisory Committee. On motion of Councilman Wagner,
seconded by Councilman Hartzell, the recommendation of the Plan-
ning Commission was adopted by the City Council . Councilman
Cummings abstained from voting on this matter.
That the request of Floyd E. Gee for permission to split prop-
erty located at 506 Walnut Avenue - Lot Split No. 367 «- be ap-
proved, subject to the requirements of all departments as con-
tained in Planning Commission minutes, dated November 9 , 1965 .
On motion of Councilman Hartzell, seconded by Councilman Mar-
tinez , the recommendation of the Planning Commission was adopts
by the City Council .
5. Lot Split No. 369 - George Bruce
That the request of George Bruce for permission tosplit prop-
erty located at 1337 Clay Street - Lot Split No . 369 be ap+
proved subject to the recommendations of all departments as
contained in Planning Commission minutes dated November 9, 196!
On motion of Councilman Cummings, seconded by Councilman Mar-
tinez , the recommendation was adopted by the City Council .
6. Home Occupation Permit No 93 - Olga Stiers
That the request of Olga Sters for a Home Occupation Permit t<
alter clothing in her residence at 312D Cajon Street be approve
subject to Planning Department requirements for such permit . OY
motion of Councilman Cummings, seconded by Councilman Martinez ,
this recommendation was adopted by the City Council..
Tract No. 4598 - Lewis McKee
At this time, Mr. Lewis McKee protested the Council' s action of
November 2, 1965, in which he would be required to install curl
and gutters for property located on the south side of Elizabet2
Street between Dwight and Halsey. Mr. McKee stated that it we!
the Council' s intent in 1954 that he be required to install th(
improvements only if the street were widened an adc9it onal 16
feet. Following very lengthy Council discussion, on motion of
Councilman Hartzell, seconded by Councilman Wagner, the adoptic
of the Advisory Committee recommendation on this matter was re-
scinded* the bond ordered released, and Mr. McKee relieved of
any responsibility in this matter. Motion carried.
Conditional Use Permit No. 106 - Buin Corporation
The Buin Corporation requests reconsideration of the Engineerii
requirements for C.U.P. No. 106 as the proposed development has
been reduced from 32 acres to 9 acres . The Engineering Depart-
ment has drawn up new requirements to apply to C .U.F. No . 106.
On motion of Councilman Hartzell, seconded by Councilman Cum-
mings , the revised requirements , dated November 2, 1965, were
approved by the Council, to be subject to further revision as
precise data is available on water drainage and grading. Motic
carried. Councilman Wagner abstained from voting.
ADVISORY COMMITTEE RECOMMENDATIONS - as submitted for Council consideration at i
regular meeting thereof on November 16, 1965.
1 . That the request of Tony Freitas for permission to sign the Im-
provement Ordinance Agreement in, lieu of installation of off-
site improvements, as required in Lot Split No. 365 for prop-
erty known as 1139 West Cypress Avenue, be approved for the
reason that installation at this time would cause a drainage
problem. On motion of Councilman Wagner, seconded 'by Council-
man Hartzell, this recommendation of the Advisory Committee wal
adopted by the City Council.
2. That the request of Robb Hicks for permission to sign the .Im-
provement Ordinance Agreement in lieu of off-site improvements
on Bow A as required in Lot Split No. 366 for property known as
2 Summit Avenue be approved because the city has not yet deter-
mined to what standard Bow A will be developed.
At this time, Mr. Hicks requests permission to sign the Agree-
ment also for installation of sidewalks on Summit Avenue as
there are no sidewalks Aresently on that side of the street .
existing curbing shall be repaired where necessary, was adopted
by the City Council .
13 . That the request of Yancy Lowe for permission to sign the Im-
provement Ordinance Agreement in lieu of off-site improvements
on Lugonia Avenue, as required in House Moving Permit No. 49, be
approved for the reason that it has been the policy on major
streets that the total street be improved at one time. On mo-
tion of Councilman Hartzell, seconded by Councilman Cummings ,
the recommendation of the Advisory Committee was adopted by the
City Council.
Vii . That the request of the Provident Federal Savings and Loan to
sign the Improvement Ordinance Agreement for property located on
the northwest corner of Citrus and Sixth Streets in order to in-
stall a temporary 7-foot wide sidewalk instead of the required
12-foot wide on Sixth Street be approved, for the reason that
the property immediately to the north has a 6-foot wide sidewalk -
providing that when this property to the north is developed a
standard 12-foot sidewalk will be installed. On motion of
Councilman Cummings , seconded by Councilman Wagner, this recom-
mendation was adopted by the City Council .
)MMISSION RECOMMENDATIONS
Reverend Harry G. Suttner, Chairman of the Park Study Committee, pre-
sented Council with the "Park Study Report . " This report is the re-
Study sult of more than a year' s research by a committee composed of twenty

eight members of the community, and it evaluates the present and fu-
ture Park needs of the City of Redlands . Reverend Suttner commended
the members of the committee and also Mr. William Kr. ausof the City
staff, who served as secretary.
In receiving the report , Mayor Burroughs spoke with grateful appreci-
ation of the generosity, diligence and thoroughness of all the com-
mittee members, stating that the report would be used as a tool to
implement the desired development of Redlands Parks.
This report was unanimously accepted by the City Council.
LCATIONS Mayor Burroughs read brief letters from Mr. Leslie Harris and Mr. Den
Rabe, also, a notice from Burton E. Jones, reminding the Council of
the LARTS meeting in :Los Angeles on December 2, 1965.
3INESS During the 1965 Regular Session of the Legislature, a statute was
adopted which authorizes city councils to establish salaries for
Lance themselves in accordance with a schedule based on the population of
1304 the city. Following lengthy discussion, on motion of Councilman
Icil Wagner, seconded by Councilman Martinez , Ordinance No . 1304 , an or-

Council members, was introduced, given first reading of the title and
laid over under the rules with public hearing thereon set for the
Council meeting of December 7, 1965 -

benefit of the citizens of Redlands. On motion of Councilman 1
seconded by Councilman Cummings , the Department of Public Works
authorized to handle the above request.
Bid Call Bid call was authorized on two trucks and two 17-cubic-yard di:
Disposal bodies to be opened December 7, 1965, on motion of Councilman l
tell, seconded by Councilman Martinez .
On motion of Councilman Cummings, seconded by Councilman Martis
Emergency authorization was given for the expenditure of Special Aviatior
Fire Truck Funds to equip a small fire department tanker with Ansul "Purp,'
Airport powder extinguisher. This truck is to be housed at the Redlani
port, and manned by Redlands Flightline personnel for emergenc;
protection.
