Moseley, City Clerk Ron Kibby, Redlands Daily Facts Chuck Palmer, San Bernardino Sun None The meeting was opened with the pledge of allegiance , followed by the invocation by Reverend George Graham of the University Chapel, Uni- versity of Redlands . The minutes of the regular meeting of December 21 , 1965, were ap- proved as submitted. HEARINGS This being the time and place set for public hearing on Ordinance No. 1308, an ordinance of the City of Redlands adopting the "Uniform January 4 , 1966, at 3 :00 P.M. Present : Councilmen Wagner, Martinez , Hartzell, Cummings, May Burroughs, City Attorney Taylor. 1 . Conditional Use Permit No. 118 - Harold L. White That the request of Harold L. White for a Conditional Use Perm in an M-1 zone to construct a grocery, delicatessen and bevera store on property located on the south side of Industrial Park Avenue approximately 125 feet west of Alabama Street be denied for the reason that this use is inappropriate in the zone. On motion of Councilman Hartzell , seconded by Councilman Cummings this recommendation of the Planning Commission was adopted for the reasons stipulated in Planning Commission minutes, dated December 28, 1965. 2. Home Occupation Permit No. 86 - Jayne S. Turner - Time Extensi That the request of Jayne S. Turner for a time extension for home occupation permit to conduct a speech tutoring service in her home at 648 Palo Alto Drive be approved for one year, sub- ject to Planning Department requirements. On motion of Coun- cilman Cummings , seconded by Councilman Martinez, this recom- mendation of the Planning Commission was adopted by the City Council. 3 . Lot Sp1it.No. 364 - W. C. Miles - Final Approval All provisions as contained in Council minutes, dated November 2, 1965, having been complied with, it is the recommendation o the Planning Department that final approval be given for Lot Split No . 364 . On motion of Councilman Hartzell, seconded by Councilman Wagner, the recommendation of the Planning Depart- ment was adopted by the City Council. Conditional Use Permit No. 114 - ,Lutheran Church This conditional use permit received Council approval on May 4 1965. At this time Director of Public Works Shone brings to Council the recommendation that the City offer to install the paving necessitated by this development , if the Church will in stall curbs , water line (prior to paving) , drainage facility a make necessary dedications, in the near future . Following dis cussion, Councilman Wagner made the following motion: That th Department of Public Works be authorized to install necessary paving in exchange for the installation of curbs, water line , drainage facility and dedication, being done by the Church wit the next ninety-day period - this offer being made because of existing traffic and drainage hazard, and is in no way to be c sidered a precedent setting deviation from the Engineering De- partment requirements . Motion seconded by Councilman Cummings and carried. Appliance Sales & Sgrvice Store in C-2 Center - Ray Staff At the Council meeting of December 21 , 1965, application from Ray Staff to locate a TV and Appliance Sales and Service Stor in a C-2 Shopping Center was tabled in order that it might be considered under the new C-2 Ordinance being studied at this time. Attorney Ray Goldie of San Bernardino now addressed the Counci with a request that it reconsider the application of Mr. Staff Following lengthy discussion, a review of the original applica tion, and a report on the progress being made on the new C-2 Ordinance, the Council took no further action in this matter. ADVISORY COMMITTEE RECOMMENDATIONS - as submitted for Council consideration at regular meeting thereof on January 4 , 1966. 1 . That the request of Cresten M. Knudsen for permission to sign prvYvmenL vralnance Agreement in ixeu OI installation of curbs, gutter and sidewalk as required in Ordinance 1193 for property known as 1638 Washington Street be approved for the reason that installation at this time would create a drainage problem. On motion of Councilman Wagner, seconded by Councilman Cummings, the recommendation of the Advisory Committee was adopted by the City Council. :CATIONS Mayor Burroughs acknowledged receipt of a Christmas Greeting from the City of Rialto. SHED BUSINESS At this time Mayor Burroughs noted the coming expiration of the terms of three members of the Planning Commission. Stating that each of �tments these devoted, civic-minded citizens were willing to serve another ,ning term on the Commission, he recommended the reappointment for four- ssion year terms of Mr. E. R. Hales , Mr. J. S. Prendergast and Mr. M. H. Emerich. This recommendation was unanimously adopted on motion of Councii6man Cummings , seconded by Councilman Wagner, with letters of appreciation of dedicated service to be forwarded to each member. -Councilman Martinez entered the Council Chambers at this time. �INESS Resolution No. 2496, a resolution of the City of Redlands, declaring ution intention to vacate a portion of Sylvan Boulevard and setting the 2496 public hearing on the vacation for February 1 , 1966, was adoited on Blvd. motion of Councilman Wagner, seconded by Councilman Martinez . This ure vacation is being done to complete a property exchange between the Boy Scouts of America and the City. NAGER Manager Merritt presented the recommendation of the Parking Commis- sion and the Revitalization Committee that a Parking Authority for ative the City of Redlands be established under the Parking Law of 1949 oval for the purpose of financing the acquisition of off-street parking. king Following discussion, on motion of Councilman Hartzell , seconded by .ority Councilman Cummings, the Council gave tentative approval to the es- tablishment of a Parking Authority and ordered the City Attorney and staff to prepare the resolution required by the law for presentation at the meeting of January 18, 1966. A grant deed from M. H. Freeman to the City of Redlands of property Deed located at Garden Court and Ford Street , for the future extension of treet- Ford Street , accepted on motion of Councilman Hartzell, seconded by Court Councilman Cummings, with the City Manager authorized to execute a Certificate of Acceptance on behalf of the City. On motion of Councilman Wagner, seconded by Councilman Hartzell, the :ydrant Council approved and authorized the Mayor to sign the following agree teer ment : City to install a fire hydrant assembly at Redlands Boulevard and New Jersey Street for the fire protection of property of Westing- house Marketeer Marketeer to pay installation cost and a monthly Flood Control District . CITY ATTORNEY Resolution No . 2497, a resolution of the City Council , City of Resolution lands , requesting the Board of Supervisors of the County of Sai No. 2497 Bernardino to permit they Registrar of Voters to render specific General vices to the City relating to the conduct of a General Municipi Municipal Election Election to be held in said City on April 12, 1966, presented 1 Attorney and adopted on motion of Councilman Hartzell, secondee Councilman Wagner. Bills and salaries were ordered paid as approved by the Finance mittee. No further business demanding attention at this time, on motioi Council adjourned to a meeting to be held on January 18, 1966, 2 :00 P.M.
