Betton of St . Paul ' s A.M.E. Churc' The minutes of the regular meeting of January 4, 1966, were ap as submitted. CITY ATTORNEY Attorney Taylor introduced and gave full reading to Resolution 2499, a resolution of the City Council of the City of Redlands claring a need for a Parking Authority to function in said Cit explained the scope, function and benefits of a perking author Following discussion, on motion of Councilman Cummings, second Councilman Hartzell, Resolution No. 2499 was unanimously adopt the City Council. At 2 :20 P.M. , Attorney Carl Davis enters Council Chambers and . That the request of John W. Sessums , Jr. , for permission to split property located on the north side of East Sunset Drive, east of Canyon Road extended - Lot Split No . 370 - be approved subject to the recommendations of all departments as contained in Planning Commission minutes dated January 11 , 1966 , and eliminating Engi- neering Division items 2b, 3b and 4. On motion of Councilman Hartzell, the recommendation of the Planning Commission was adopted by the City Council. Home Occupation Permit No. 72 - Mrs . Louise S. Cargill - Time Ext . That the request of Mrs . Louise S. Cargill for a time extension for Home Occupation Permit to paint and dress small ballerina dolls in her home at 813 Church Street be approved for one year, subject to Planning Department requirements . On motion of Coun- cilman Martinez , Abeonded by Councilman Wagner, the recommenda- tion of the Planning Commission was adopted by the City Council . )MMISSION RECOMMENDATIONS Councilman Cummings reported that the Park Commission had reviewed and accepted the Park Study Report and had expressed appreciation of the work of the Study Committee . The Commission recommends work be started immediately in the following two areas : ( 1 ) the groundwork on development of city-school parks , as to areas of responsibility between District and City ; and (2 ) the updating of our present park system. On motion of Councilman Hartzell and seconded by Councilman Cummings , the recommendations of the Park Commission were accepted and referred to the Manager' s Office for study. [CATIONS Manager Merritt read a letter from the Redlands Insurance Agents ' Association, offering to provide stickers to be attached to the parking meters. These stickers advise motorists to "Lock your Car. " The Association also agrees to inspect and make replacements where necessary. Expressing appreciation of this civic service, Councilman Hartzell moved that the offer be accepted. ONAGER City Manager Merritt presented an amendment to Section 6 of the ant to original agreement between the City of Redlands and the Redlands sent Unified School District concerning the budget of the Recreation Com- a City :hool mission. The amendment would be a formula as follows : ition Assessed Valuation of the Redlands Unified School ssion District x .05 Assessed Valuation of the City of Redlands x .05 On motion of Councilman Wagner, seconded by Councilman Hartzell, the City Council voted to amend the Recreation Commission agreement as a ove described. City Manager Merritt gave the Council a brief report on the pr of the Neighborhood Youth Council program. Grant Deed from W. C. Miles and Imogene Miles to the City of R Grant Deed for street right-of-way was approved on motion of Councilman W Miles to seconded by Councilman Martinez , with the City Manager authori City execute Certificate of Acceptance. On motion of Councilman Wagner, seconded by Counc Schmidkunz Martinez , the claim was denied and referred to the City' s insu carrier. Resolution No . 2500, a resolution of the City of Redlands auth Resolution City Manager Merritt to execute on behalf of the City of Redla No. 2500 Federal application to be filed for the purpose of obtaining Federal f Disaster Act cial assistance under the Federal Disaster Act , adopted on mot Councilman Wagner, seconded by Councilman Hartzell. Bills and salaries were ordered paid as approved by the Financ mittee. At 4 :00 P.M. , the Council adjourned to reconvene at 7 :00 P.M. , January 18, 1966. At 7 :00 P.M. , the City Council reconvened in the Council Chamb+ Safety Hall, 212 Brookside Avenue. The above-listed Councilmei staff were present . PUBLIC HEARING public hearing having been advertised for this time and place Resolution No . 2493 - Annexation No . 29 - Mayor Burroughs at t1 time declared the meeting open for any protests or comments re: Resolution to the proposed annexation. Mr. John C. Jennings and his Attoi No . 2493 Mr. Rex Cranmer, presented a request that the Jennings ' proper Annexation omitted from the annexation. Following lengthy discussion, Coi No. 29 man Hartzell made the following motion : "Public hearing havin4 held with respecp to the proposed Annexation No. 29, this City cil determines that insufficient protest has been made to cause termination of the annexation and there has been less than 50 1 NUBS : None ABSENT: None ABSTAIN: Councilman Cummings ,ance Ordinance No. 1309, an ordinance of the City of Redlands , approving 1309 Annexation No . 29, was introduced and the title read by Attorney ation Taylor, and the ordinance was laid over under the rules with second 29 reading scheduled for February 1 , 1966. There being no further business demanding attention at this time, on motion, the Council adjourned at 7 : 45 P .M.
