Moseley, City Cleric Herb Pasik, Redlands Daily Facts Chuck Palmer, San Bernardino Sun The meeting was opened with the pledge of allegiance, followed by the invocation by Reverend Wendell Wollam of the First Presbyterian Church. The minutes of the regular meeting of February 1 , 1966 , and the spe- cial meeting of February 7, 1966, were approved as submitted. There being only one bid submitted for the storage facility at Hill- side Memorial Park, it was tabled to this meeting to allow for thor- ge ough study. This bid was found to be sound. At this time, it is the ity ery recommendation of the City Manager that the bid of Ray A. Schall in the amount of $5 , 096 be accepted. On motion of Councilman Wagner, seconded by Councilman Martinez , the bid was approved by the City Council . The relocation and the improved construction of the above building et has requIred an additional appropriation of $2 , 400 for this facility, ion ery On motion of Councilman Wagner, seconded by Councilman Martinez , the City Council approved a budget addition of $2 , 400 to cover the Hill- side Memorial storage facility. MMISSION Councilman Cummings informed the Council that the Park Commission is now meeting 'twice each month, once to handle the Commission ' s regular business and the other time to work on the master plan for street trees and implement the Park Study Report. TION AND PETITIONS City Manager Merritt brought to Council attention an application for an alcoholic beverage license at 528 Orange Street . G COMMISSION RECOMMENDATIONS As considered by the City Council at a regular meeting thereof held February 1 .5 , 1966 , at 3 ',00 P,M. Present : Councilmen Martinez , Hartzell , Cummings , Mayor Burroughs , Attorney Carl Davis Absent : Councilman Wagner 1 . Variance No. 128 - Bert Marcum (Tabled from February 1 , 1966) That the request of Bert Marcum for a variance from the front yard provisions of the R-A (residential Estate ) District to ( 1 ) permit a front setback of seventeen ( 17 ) feet for the house rather than 1966, deleting Planning requirements Nos, 8 and 9 and amendinS No . 10 by substituting the words , "preservation of optimum use and enjoyment , " for the words , "protection. " On motion of Councilman Hartzell, seconded by Councilman Martinez , the rec- ommendation of the Planning Commission was adopted by the City Council. 3. Home Occuanon Permit No . 95 - John 0. Webb , That the request of John 0. Webb for a Home Occupation Permit to conduct a mail order business in pierced earrings in his residence at 1463 Pacific Street be approved, subject to Plan- ning Department requirements for such permit . On motion of Councilman Hartzell, seconded by Councilman Martinez , this recommendation was adopted by the City Council. 4 . Conditional Use Permit No . 111 - Robert Stern - Time Extension That a time extension of one year for Conditional Use Permit No. 111 to March 16, 1967 , be granted. On motion of Councilma Martinez , seconded by Councilman Hartzell, the recommendation of the Planning Department was adopted by the City Council. Ordinance No. 1310 - Trailers on Private Property i f Ordinance No . 1310, an ordinance of the City of Redlands , amen ing Chapter 66 of the Redlands Ordinance Code by the addition Section 6625 thereto, was introduced, given first reading, wit public hearing scheduled for the Council meeting of March 1 , 1 Discussion Conditional Use Permit No . 103 - E. J. Zeiner At a special Council meeting on February 7, 1966, item 5-D, under Engineering Department requirements for this permit was deleted. At this time , Mr. Rex Cranmer questions item 5-C. Following very lengthy discussion, this matter was referred to the City Attorney and staff for study and the recommendatic made that it be returned for consideration by the full Council ADVISORY COMMITTEE RECOMMENDATIONS - as submitted for Council consideration at regular meeting thereof on February 15 , 1966. 1 . That the request of Thomas C. Gray and Robert E. Sondeen for permission to sign the improvement ordinance agreement in lieu of installation of_ curb, gutters and sidewalk., as required in Lot Line Adjustment No. 55 for properties located at 1331 and 1333 Clay Street , be denied for the reason that numerous prop- erties along this street have installed standard improvements and the grade of the proposed improvements would not create any drainage problems . On motion of Councilman Hartzell , sec- onded by Councilman Martinez , the recommendation of the Adv sc Committee was adopted by the City Council. 2. That the request of Kenneth E. Skousen for permission to sign the improvement ordinance agreement in lieu of installation of curb, gutters and .sidewalk on Mariposa and for the instal.lat o of sidewalk on Chapparal Road for property located on the sout west corner of Mariposa and Chapparal, as provided for in Ordi nance No . 1193 , be approved for the .improvements on the Ma.ripo frontage, but that the sidewalk be installed at this time on Chapparal Road for the reason that the total sidewalk on Chap- paral between Poppy and Mariposa can now be completed. On mo- tion of Councilman Martinez, seconded by Councilman Hartzell, this recommendation of the Advisory Committee was adopted by the City Council. COMMUNICATIONS Councilman Cummings presented a request from the Dean of Men a University of Redlands regarding the railroad signal at Univer Street. This has been out of working condition and is a bazar cerning the C--1 zoning by the County for property at the corner of Alabama Street and West Redlands Boulevard. Iie read a letter he had ition written to Chairman liana requesting that the Board of Supervisors ?5o4 make a study of the "Zone of Influence . " In this regard, Mayor Bur- ima roughs presented Resolution No . 2504, a resolution of the City of yet Lng Redlands disapproving the C-1 zoning at Alabama Street and West Red- lands Boulevard as contrary and detrimental to the City' s General Plan. On motion of Councilman Cummings , seconded by Councilman Hart- zell, Resolution No . 2504 was unanimously adopted by City Council . IMAGER City Manager Merritt requested the transfer of $600.00 to the Park ;fer of Capital Outlay Account for the purpose of purchasing playground. ; to equipment . This money had previously been donated to the City for ,k such equipment by the Junior Women of the Contemporary Club. On mo- tion of Councilman Wagner, seconded by Councilman Martinez , the above transfer was approved by the City Council , On motion of Councilman Wagner, seconded by Councilman Cummings , a Deed Grant Deed. from E. J. and Dorothy Lee Zeiner for street right-of-way .ner purposes in connection with Conditional Use Permit No . 103 was ac- cepted by the City Council, with the City Manager authorized to exe- cute the Certificate of .Acceptance. On motion of Councilman Martinez , seconded by Councilman Wagner, the :claim City Council granted a Quitclaim Deed to Grayback Council , Troy Scouts 'ed of America, for the north one-hall` of Sylvan Boulevard from Church scouts Street to the Freeway, with the Mayor authorized to execute on behalf of the City of Redlands . The Department of Public Works requested authorization for expendi- ture of approximately $2 ,000 for curbs and gutters on Nice Avenue . fine This work was necessitated by a change in finished grade of Nice enue Avenue, which the County will do to eliminate the need for lowering or replacing the City' s water main. On motion of Councilman Wagner, seconded by Councilman Cummings , authorization was given for the ex- penditure for approximately $2 , 000 for this work and the Mayor au- thorized to enter into agreement with the County for this project . Mr. Robert Melsh of REDCO presented Mr. Sid Stone of TRW and Attorney Steven Franks from the San Bernardino City Attorney' s office, who trial brought the Council a request from the City of San Bernardino that opment Redlands join, with the cities of Colton, Rialto and San Bernardino i udy applying to the United States Department of Commerce for federal funds for a technical study of the area relative to goals and needs for future industrial development . Following discussion and the con elusion that more time and study would be required, on motion of Councilman Cummings , seconded by Councilman Wagner, this matter was nature to Mr. Gordon Donald in appreciation of his services . The Department of Public Works has recommended that the City a the Union Oil property located at the corner of Eureka and Cit. Resolution which will be needed for the widening of both these streets. No . 2505 Union Oil property was appraised by Mr. Ray Canterbury at $26, 000 and th, Property are available under Section 186 of the Gas Tax monies . To asst City' s obtaining this property, Resolution No . 2505, a resoluta the City Redlands providing for the acquisition of this proper condemnation proceedings , was introduced and unanimously adopti motion of Councilman Cummings , seconded by Councilman Wagner. Ordinance No. 1311 , an ordinance adopting and describing rules Ordinance regulations governing the Vater Department and amending Ordinal No. 1311 Water 1043 was introduced and given first reading with second readinj Regulations for Council meeting of March 1 , 1966. Public Law 89-136 authorizes governing bodies to apply for gran or loan for certain municipal facilities related to industrial Resolution velopments. If approved, the Federal Government would furnish Nos . 2506 cent of the needed funds . To be eligible , a community must apl through 2510 Federal Grant resolution and furnish the necessary information to the Departs Application Commerce . City Manager Merritt recommended that such applicat-- made for the following five projects : ( 1 ) all necessary offsil provements at Marigold Farms ; (2) all necessary offsite improv( of area immediately south of Redlands Municipal Airport ; (3 ) 1 filter plant on Mill Creek Road, including all necessary equips engineering costs and transmission lines ; (4) Fire Station No . Lugonia Park and Fire Station No. 5 at Marigold Farms and the chase of three pumpers and one aerial truck; (5 ) expansion and provement of facilities at Redlands Municipal Airport . On motJ Councilman Hartzell , seconded by Councilman Cummings , Resoluti( 2506, 2507, 2508, 2509 and 2510, which implement the above pro, were unanimously adopted by City Council . Bills and salaries were ordered paid as approved by the Finance mittee . There being no further business demanding attention at this tia Motion, the Council adjourned at 9 :40 P.M.
