Bell of the Temple Baptist Church. The minutes of the regular meeting of February 15 , 1966 , were approvei as submitted . HEARINGS This being the time and place scheduled for public hearing on Ordin- ance No . 1310, an ordinance of the City of Redlands , permitting I Lnance trailers on private property In the Open Land District for security 1310 purposes , Mayor Burroughs at this time declared the meeting open as a Lers on public hearing of any protests or comment relative to the ordinance . Lvate .)erty 'Mr. D. P. Carapellese described for the Council the security problems at the Redlands Winchester Skeet and Trap Range , located off Orange Street adjacent 'to the Santa Ana River. Following these remarks the public hearing was closed . Second detailed reading of the ordinance was waived. On motion of Councilman Cummings , seconded by Councilman Hartzell , the ordinance was adopted by the following vote : AYES : Councilmen Martinez , Wagner, Hartzell , Cummings , Mayor Burroughs NOES : None ABSENT: None iG COMMISSION RECOMMENDATIONS As considered by the City Council at a regular meeting thereof held March 1 , 1966 , at 3 ;00 P.M. Present Councilmen Hartzell , Cummings , Mayor Burroughs , Attorney. Davis Absent : Councilmen Martinez , Wagner 1 . Lot Split No . 372 - Bernard DeYoung That the request of Bernard DeYoung for permission to split prop- erty located on the southwest corner of Colton Avenue and New York Street - Lot Split No . 372 - be approved, subject to the .recommendations of all departments as contained in Planning Com- mission minutes , dated February 21 , 1966. At this time, Mr. DeYoung requests the waiver of all requirements for the reason that this is a transfer of citrus property, and both parcels will remain in citrus . Council discussed the prob- lem of obtaining improvements and fees at a later date in the event the property was resold. Councilman Hartzell moved that this lot split be approved with waiver of all charges and improvements subject to these being covered in an appropriate covenant running with the land of all payments and improvements as required in Planning Commission minutes , dated February 21 , 1966, to 'be completed at such time as these properties are developed. 2 . R.P.C. No . 256 - Amendment No . 65 to Ordinance No . 1000 That R.P. C. No . 256 - amending toninE Ordinance No. 1000 - Lots because it was originally the intention of the Council that , when this property was approved for development , this was a co ordinated development , and for this reason the Council is not satisfied with the present design and wishes the overall resul to appear as an integrated unit , even though it is developed b individual developers . This is being returned to the Commissi for consideration with a view in mind that the north facade of the development be so composed as to give a compatible appear- ance with the structures surrounding it , the same as or approx mately the same as that suggested by the Planning Department . " Motion seconded by Councilman Cummings and carried. ADVISORY COMMITTEE RECOMMENDATIONS as submitted for Council consideration at a meeting thereof on March 1 , 1966. 1 . That the request of Mr. Richard Mulder for permission to sign the Improvement Ordinance Agreement in lieu of installation of curb, gutter and sidewalk as required in Ordinance No. 1193 fo property known as 1149 Judson Street , be approved for the teas that installation at this time would cause a serious drainage and maintenance problem. On motion of Councilman Hartzell , se onded by Councilman Cummings , the recommendation of the Adviso Committee was adopted by the City Council . 2 . That the request of Mr. Byron Jeffcoat for permission to sign the Improvement Ordinance Agreement in lieu of installation of curbs , gutter and sidewalk as required in Ordinance No. 1193 for property located on the north side of San Bernardino Avenu approximately 310 feet east of Judson Street for the reason th installation at this time would cause a serious drainage probl On motion of Councilman Cummings , seconded by Councilman Hartz the recommendation of the Advisory Committee was adopted by th City Council. TRAFFIC COMMISSION At a regular meeting of the Traffic Commission on February 17, the following recommendations were submitted for Council consii Resolution Pursuant to Article 678, Section 678 . 5 of the Redlands No. 2511 Traffic Ordinance ; Traffic To establish a twenty-four (24) minute green zone on the west side of Orange Street from a point approximately 2101 north of north curbline of Colton Avenue to a point approximately 2301 north of north curbline of Colton Avera Pursuant to Article 674 , Section 674 . 1 (a) of the Redlands Traffic Ordinance : To prohibit 11U11 turns at the inter5eation of Redlands Boulevard and Eureka. Street . Resolution No. 2511 , a resolution of the City of Redlands , amei traffic ordinance as above recommended, presented and adopted tion of Councilman Martinez and seconded by Councilman Wagner . The Traffic Commission submitted a further recommendation that Pedestrian City Council approve a pedestrian-actuated flashing signal lig] Light on control vehicles and pedestrian crossing on Citrus Avenue betwi Citrus Avenue Junior and Senior High Schools . Following discussion and comments from Mr. William Gibson, coni the schools , desire to have controls at this crossing to incre4 safety factor and the school administration' s willingness to p� pate in the Installation of such a signal on a 50/50 'sharing b, nary for their development on 'the northwest corner of Cypress and Redlands -1 Boulevard. The present sign ordinance has no provision to cover iient apartment developments . Following discussion and explanation by Building Superintendent Phelps of a proposed amendment to the sign ordinance , Councilman Wagner made the following motion: "To give temporary approval of this application, subject to this sign' s being governed by the present sign ordinance requirement for subdivision signs and by the amendment now proposed including any time change which may be introduced in the amendment . " Motion seconded by Coun- cilman Cummings and carried. City Manager Merritt brought to Council attention an application for a liquor permit for Frankie ' s Market , 1562 North Orange Street . SHED BUSINESS L Creek On motion of Councilman Cummings , seconded by Councilman Hartzell , r Plant funds were approved and authorization given to move ahead with con- struction drawings on the Mill Creel.: Filter Plant . Ordinance No . 1311 , an ordinance of the City of Redlands , updating Lnance the present water regulations was presented, second detailed reading 1311 waived on motion of Councilman Hartzell, seconded by Councilman Mar- 3Lter tinez , and the ordinance adopted by the following vote : Lations AYES : Councilmen Martinez , Wagner, Hartzell , Cummings, Mayor Burroughs NOES : None ABSENT: None kNAGER Following the Planning Commission agenda , City Manager Merritt read a letter from the Attorney General of California , describing apparent solution violation of the antitrust laws by firms supplying concrete and steel :) . 2512 pipe to the City between 1946 and 1964 . The letter recommends that titrust the State be authorized to proceed with legal action on behalf of thJ Suit City. Following discussion, on motion of Councilman Cummings , sec- onded by Councilman Hartzell, Resolution No . 2512 , a resolution of the City of Redlands Authorizing the Attorney General of California to Conduct Legal Proceedings, was adopted by the Council. Manager Merritt brought to Council the staff recommendation prepared for presentation to the Flood Control District, concerning the Zanja flood control channel alignment . It consists of the following: anja 1 . Request the Flood Control District to accept the re- Control sponsibility for the Zanja between Ninth Street and gnment Sylvan Park, and budget money this year for the ac- quisition of right-of-way and the preparation of engineering drawings . 2 . The City would accept -the responsibility from the west side to the east side of Sylvan Park and enter into a hold harmless agreement with the Flood Con- trol District , if necessary. The recommendation was unanimously adopted as Council policy o tion of Councilman Cummings , seconded by Councilman Hartzell. A Grant Deed from the La-Z-Boy Chair Company to the City of Re Grant Deed for street purposes presented and accepted on motion of Counci La-Z-Boy Hartzell , seconded by Councilman Martinez , with the City Manag Chair Company authorizing a Certificate of Acceptance on behalf of the City Redlands . Manager Merritt brought to Council attention receipt by the Ci Redlands of $2 , 000. 00 as reimbursement for one-half of the sal police officers participating in the Peace Officers ' Training in 1965 . On motion of Councilman Wagner, seconded by Councilman Cumming Director of following changes in the requirements for the position of Dire Building and Building and Safety Department were adopted by the City Counci Safety (1 ) Educational requirement of graduate civil or, structural en or related field; (2) raising salary schedule from Range 28 to 31 ; and (3) change title to "Director of Building and Safety. " On motion of Councilman Martinez , seconded by Councilman Cummi Claim the claim of Mrs . Robb R. Hicks of 2 Summit Avenue for househo Mrs. R. R. Hicks damage from dust resulting from the construction work at Garde: was denied and referred to the City' s insurance carrier. That the City agree to install, on request of adjacent pro Lights erty owners , lighting fixtures on existing Ediadn wooden poles which are presently appropriately located. This ser, ice is to be available during the next fiscal year to resi dents of the area bounded by Texas , Church, Colton and Pioneer Streets . b. That the requested light be installed in the 1000 block on Washington Street . C . 'That in the following fiscal year, this same service be mai available to another area so designated for installation o� fixtures upon request . d. That property owners ' attention be drawn to the desirabili of steel or marbellite standards , and to the fact that , whi property owners provide funds for installation of standard; these are incorporated into the city-maintained system. On motion of Councilman Cummings , seconded by Councilman Wagni this recommendation was unanimously approved as submitted. Manager Merritt gave a brief resume of information from the rei League of California City Managers ! Conference in San Diego , Director of Public Works Shone reported on the near accident c� by the train crossing at Tennessee Street .
