The meeting was opened with the pledge of allegiance led by John
Warhach, Order of De Molay, followed with the invocation by Jim
Toalson, Chaplain of the Order.
Mayor Burroughs welcomed the members of the Redlands Chapter, Order
of De Molay, introduced their Counselor, Roger Starbuck, and invited
Paul Lieberman to review the aims and precepts of De Molay.
Following a brief explanation of the organization and outline of De
+lol.ay Molay Week, Paul Lieberman read a Chapter Resolution supporting the
imation American Forces in Viet Nam, presented it for signatures of the Mayor
and Council and ciraaulatea it throughout the audience .
The minutes of the regular meeting of March 1 , 1966 , were approved as
submitted.
HEARING
This being the time and place scheduled for public hearing on Ordi-
nance No. 1.312, an ordinance of the City of Redlands amending Zoning
Lnance Ordinance No . 1000 Lots in Hillside Areas - Mayor Burroughs: at this
1312 time declared the meeting open as a public hearing of any protests or
;s in comment relative to the ordinance . None being forthcoming, the pub--

^eas lic hearing was closed. On motion of Councilman Wagner, seconded by
Councilman Martinez , detailed reading was waived, and the motion was
adopted by the following roll call vote :

Variance No. 129 - James T. Bethell
That the request of James T. Bethell for a variance to permit
a front setback of fifteen ( 15) feet rather than the required
minimum of twenty-five (25) feet for an existing lot located
on the north side of Sierra Vista Drive, adjacent and south of
Country Club, west of Escondido Road extended - R-A Zone - be
approved in accordance with the revised plot plan of February
15 , 1966, subject to the recommendations of all departments, a
contained in Planning Commission Minutes, dated March 8, 1966,
amending 1 (a) of engineering department recommendations to
read: "That the street cross-section be worked out between
the Public Works Department and the applicant . " On motion of
Councilman Cummings, seconded by Councilman Wagner, the recom-
mendation of the Planning Commission was adopted by the City
Council .
3 . Conditional Use Permit No . 122 - Harold L. White
That the request of Harold L. White for a Conditional Use Per-
mit in an M-1 Zone to construct a restaurant on property lo-
cated on the south side of Industrial Park Avenue approximatel
150 feet west of Alabama Street be approved subject to the
recommendation of all departments as contained in Planning Com
mission Minutes, dated March 8, 1966. On motion of Councilman
Wagner, seconded by Councilman Martinez , the recommendation of
the Planning Commission was adopted by the City Council.
4 . R.P.C . No. 257 - Amendment No . 66 to Ordinance No. 1000
That R.P.C. No. 257 - Amendment No . 68 to Ordinance No. 1000 -
which involves a complete revision of Section 23.00 and Sectio:
24 .00 (C-1 and Cr2 SHOPPING CENTER REGULATIONS) be approved.
On motion of Councilman Wagner, seconded by Councilman Hartzel
R.P.C . No . 257 was approved, and Ordinance No . 1313 , an ordi-
nance of the City of Redlands - Amendment No. 66 to Ordinance
No. 1000 was introduced and laid over, with Public Hearing
set for April 5 , 1966, at 7 :00 P.M.
Commission Review and Agproval of Conditional Use Permit No. 6,
Council approval was requested for Commission Review and Appro
of C.U.P. No. 60 - the location of a prescription pharmacy wit:
a medical center located on the northeast corner of Fern Avenu
and Terracina Boulevard. Following discussion which pointed of
that the medical complex located in that area is thought of as
one development , and this appears to be a logicml adjunct to t
facilities located on the site, Councilman Wagner moved for
approval. Motion was seconded by Councilman Martinez and carr,
6. C.U.P. No . 121 - Olie' s Coffee Shop Reconsideration
At the meeting of March 1 , 1966, this item was returned to the
Planning Commission for further consideration of site plan ani
elevations as they relate to the adjacent buildings , The Plan
ring Commission reaffirmed its previous action in this matter.
Following reconsideration, approval was granted on motion of
Councilman Wagner , seconded by Councilman Cummings with the
understanding that the height of the front of the building be
the same as the abutting motel to the west , as indicated on
plan View "B" prepared by the planning department ; provided,
however, that the applicant be permitted to use the board and
bat material as shown on his plan.
7 . Tract No. 7269 Edward Shirtcliff - Titme Extension
That as extension of six months be granted for Tract No . 7269,
to September 17, 1966 . On motion of Councilman Wagner, seconds
by Councilman Cummings , the recommendation of the Planning
Department was adopted by the Council.

date, and since the present sidewalk is in good repair, the com-
mittee felt that It could remain. If, however, this sidewalk is

paired as required by the Department of Public Works. On motion
of Councilman Wagner, seconded by Councilman Martinez , this
recommendation of the Advisory Committee was adopted by the City
Council.
Suns _ C-3 District
Manager Merritt read a letter from the Downtown Redlands Associa-
tion requesting further consideration of the signs permitted in
the C-3 District with the possibility of restricting any new
signs in this area. On motion of Councilman Iiartzell, seconded
by Councilman Cummings, the Planning Department was directed to
work with the D.R.A. to review the present ordinance and present
recommendations to the Council.
ETITIONS
Manager Merritt read a letter from Carl S. Ledbetter, Jr. , Chairman,
De Molay Week, requesting permission to place l.itterbags on all cars
juest parked in downtown Redlands on Friday, March 18, between 3 .30 P.M.
Molay and ,5 :30 P.M. - this being done in observance of the DeMolay precept
of cleanliness . On motion of Councilman Hartzell, seconded by Coun-
cilman Cummings, unanimous approval was given the request .
LCATIONS
Mayor Burroughs read a letter from County Planning. Director, Neil B.
Pfulb, describing policies for closer coordination between City and
tt~er re County Planning Departments and Commissions , which have been adopted
aunty by the San Bernardino County Planning Commission. T#kse include
inning procedure for arranging continuance when the County Plhnning Commis-
sion and the City interested in an agenda matter do not agree , and a
statement that workshould begin immediately to define the boundaries
of areas of influence around the various incorporated cities .
Mayor Burroughs read a letter from Mrs . George A. Beach, commending
the Police Department on their prompt and courteous service .
Manager Merritt brought to Council attention an application for an
off-sale alcoholic beverage license at 256 East Citrus Avenue.

Mayor Burroughs announced the expiration of the terms on the Board
tments of Parking Place Commissioners of Mrs . Lorelei Richards and Mr. Ray
i of Canterbury as of April 1 , 1966. These members have both been con-
i Place tacted and are willing to serve another term. On motion of Council-

man Martinez, these appointments were unanimously approved and let-
ters of appreciation directed to be sent over the Mayor' s signature.
Councilman Hartzell remarked on a meeting of interested citizens
concerning the dangerous railroad crossings in the city and stated
that presentations would be prepared for the coming Public Utilities
Commission hearing to be held here April 7, 1966.

Grant Deed to City from Byron and Gorda Jeffcoat for street ri
Grant Deed way purposes along San Bernardino Avenue accepted on motion of
Jeffcoat cilman Hartzell., seconded by Councilman Martinez , with the Cit
ger authorized to execute Certificate of Acceptance on behalf
City.
On motion of Councilman Wagner, seconded by Councilman Cumming
budget addition from General Fund Surplus was approved by the
Council to cover car replacement caused by a recent accident
Police Department .
The Flood. Control District; Advisory Committee has accepted the
Requirement recommended alignment of the future Zanja drainage channel alo
Deletions Sylvan Boulevard. As a result , it is the recommendation of th
C.U.P. 103 and
C.U.P. 117 Department of Public Works that Requirements Nos. 5a, b, c , an
(Zanja) be deleted from Conditional Use Permit No. 103 (Zeiner) ; and e.
veering requirement No. 5b be deleted from Conditional Use Per
No . 117 (University of Redlands ) . On motion of Councilman Har
seconded by Councilman Cummings, this recommendation was unani,
adopted by the City Council .
