Mayor Burroughs welcomed Miss Helene Villard and Mr. James Har who teach the Adult Education Class in American Government in night school. These teachers were present with their students Ronald Stutt , who teaches a high school government class and w also present with members of his class . Phe minutes of the meeting of April 19 , Igoo , were approved as mitLed. BIDS This being the date advertised for the opening of bids on the Avenue Sanitary Sewer installation, the following proposals we opened and publicly declared in the office of the City Clerk a Pioneer U .M. , this date and referred to the Department of Public Works Avenue Sewer study and recommendation : Montclair Sewer Construction Co . 12 . 119. 10 Sewer Service Inc . 7 , 173 . 03 Pomona , California Mornarich Cons truct.LOTI GO . 9 , 339 - 25 Rialto , California It is the recommendation of the Department of Public Works to accept the low qualified bid of Lloyd R. Johnson in the amount of $6 , 985 . 90 . On motion of' Councilman Martinez , seconded by Councilman Hartzell , the recommendation was approved by the City Council , HEA1UNGS This being the time and place set for public hearing on Ordinance No. 1315 , an ordinance of the City of Redlands establishing the regula- Lions of excavation and fills on any lot , subdivision or parcel of finance ground an(-] repealing Ordinance Nos . 1235 , 1262 and 1283 . Mayor 1315 Burroughs at this time declared the meeting open as a public hearing ailing of any protests or comment . City Manager Merritt presented two recommended changes in the Ordinance submitted to his office . Fol- lowing discussion, Attorney Taylor recommended that , if' it were the decision of the Council to accept the recommended changes , the Urdi- nance be given first reading at th-ts t-Lme and i�ubllc hearing on this amended ordinance be set for May 17 , 1966 , at 7 : 00 P-M. Council con- curred on the recommended changes , gave Urdiriance No. 131 _5 first reading and laid it over under the rules with public hearing set for May 17, 1966. i,TITIUNS Mr. kobert Chambers , 1710 Country Club Drive , addressecl the Council concerning flooding of his property during a storm in August , 1965 , Mr. Chambers requested the City to install a drain adjacent to his -ition property to divert storm waters in the future . Also speaking were )bert Mr. Wilbur Hartzell of 1716 Country Club, Mrs . Robert Chambers and ambers Dr . Norris Aardappel , 1797 Country Club Drive . Manager Merritt pointed out to the Council that the problem arises due to runoff water and sand from the adjacent County area which has been recently developed for home sites . With the denuding of the land, substantial quantities are washed from the County area into Country Club Drive in front of these properties . The City has noti- fied the County on numerous occasions as to the problem, and is in nc way responsible for the condition . The flow of sand will stop only when plantings have grown in these denuded areas . City Attorney Taylor stated that the City incurs no liability what- ever to owners and developers as a result of the issuance of subdi- vision maps , arid the application of building and development require- stents . Such recommendations establish minimum standards of construe tion, and the owners and subdividers have a legal duty to develop to even higher standards if necessary to avoid private liability to appiicaLion. PLANNING COMMISSION RECOMMENDATIONS As considered by the City Council at a regular meeting thereof May 3 , 1966 , at 3 :00 P.M. Present : Councilmen Martinez , Hartzell , Cummings , DeMirjyn, M Burroughs ; Attorney Carl Davis Before the Council conslderOd the agenda for this meeting, Mr. John Wagner, Assistant to the City Manager, presented the Capi tal Improvement Budget for fiscal year 1966-67 and the Long Range Capital Improvement Program, which blueprints facilities necessary for the next twenty years , based on an estimated 4 per cent per year growth in population. On motion of Council- man Hartzell , seconded by Councilman Cummings , Council will study this recommendation and consider it at the meeting of May 17 , 1966 . 1 . R.P. C . 260 - Precise Street Plan No . 6 That R.P. C. 260 - Precise Street Plan No . 6 - Precise Street Beautification Plan for the area generally bounded by Third Street on the west , Seventh Street on the east , Redlands Boulevard on the north and Citrus Avenue on the south, be ap- proved. Following description of the Plan by Mr. Robert Van Roekel and a report on the financial cooperation by the mer- chants given by Mr. Zafon Hartman of the Downtown Redlands Association, on motion of Councilman Cummings , seconded by Councilman Martinez , R. P. C. A0 was approved and Resolution No, 2519, a resolution of the City of Redlands for adoption of Precise Street Plan No . 6 was presented, with public hear- ing thereon set for May 17, 1966 . The City Council unanimously authorized the Downtown Redlands Association to be in charge of maintenance of the beautified areas and agreed to reimburse the DRA in the amount of $1 , 725 annually. (watering to be done when little traffic is on the sidewalk, ) 21. R. P.C . 259 - Amendment No . 68 to Ordinance No . 1000 That R. P.C . 259 , Amendment No . 68 to Ordinance No . 1000 - FP (Flood Plain) District - be approved. On motion of Councilman Hartzell , seconded by Councilman Cummings , R.P.G . 259 was ap- proved, and Ordinance No. 1316, an ordinance of the City of Redlands , Amendment No. o8 to Ordinance No. 1000, was intro- duced, given first reading of the title and laid over with public hearing set for May 17 , 1966 , at 7 :00 P.M. 3 . Commission Review and Approval No . 194 - University of Redland Prior to Council discussion of C.R.A. No, 194 , Councilman Cummings absented himself from discussion and vote . Mr . Larry Hendon of the University of Redlands appealed some of the requirements of Commission Review and Approval No . 194 , as stated in Planning Commission minutes dated April 26, 1966. Following lengthy discussion, on motion of Councilman Martinez seconded by Councilman DeMirjyn, Commission Review and Approva No . 194 was approved, subject to the requirements of all depar ments as stated in Planning Commission minutes , dated April 26 1966 , with the deletion of Water Department Requirement Nos . 1 and 2 , by the following roll call vote : AYES : Councilmen Martinez , DeMirjyn, Mayor Burroughs NOES: Councilman Hartzell ABSTAIN : Councilman Cummings ABSENT: None 4 . On motion of Councilman Hartzell, seconded by Councilman Mar- tinez , the recommendation of the Planning Commission was adopted by the City Council . 5 . Lot Split No. 37) - John 'Tyler That the request of John Tyler for permission to split property located on the east side of New York Street , south of freeway , M-1 Zone - Lot Split No . 373 - be approved, subject to the recom- mendations of all departments as contained in Planning Commission minutes , dated April 26 , 1966 . At this time , Mr. Tyler addressed Council , requesting that Water Department requirements be de- ferred until such time as the property was built upon. Attorney Davis informed Council that this requirement could not be placed as a convenant on the land. Following discussion, this matter was tabled for further study by the Department of Public Works. U. Lot Line Adjustment No . 58 - James and Flol hinr, That the request of James and Floy ping for approval of Lot Line Adjustment No . 58 for property located at 111 Carden Hill , R-E Zone , be approved subject to the recommendations of all depart- ments as contained In Planning Commission minutes , dated April 26, 1966. At this time , Mr. ping addressed Council questioning Engineering Department Requirement I -C and L . Mr. Ling was in- formed that the Advisory Committee could be requested to consider both items . On motion of Councilman Martinez , seconded by Coun- cilman Cummings , the recommendation of the Planning Commission was adopted by the City Council . AY COMMITTEE RECUM19ENDATION As considered by the City Council at a regular meeting thereof held May 3 , 1966 , at 3 :00 P. M. chat the request of Mr. J. Y. Lujan for permission to sign the Improvement Ordinance Agreement in lieu of improvements as re- quired in Ordinance No . 1193 for property known as 1147 Lawton Street , be approved for the reason that installation at this time would create drainage problems . On motion of Councilman Hartzell , seconded by Councilman Martinez , the recommendation of the Advisory Committee was adopted by the City Council. LCATIONS Mayor Burroughs read a letter from Assemblyman Stewart Hinckley stating that legislation is being presented for the next session of the legislature to adopt a recommendation made in 1960 to the Depart- ment of the Interior that the name of Cedar Springs Reservoir be changed to 6ilverwood Lake in honor of the late Mr. W. E. Silverwood. SUED BUSINESS City Manager Merritt reported that a new location for the Redlands Lance Ambulance Service was under consideration at 516 Texas Street . Attorney Robert J . Simpson North Arrowhead Avenue , San Bernardino , asked permission to s� behalf of Mr. Ray Staff, developer of the North Redlands Shop: Center. Mr. Simpson requested Council to reconsider the recon sion in the ordinance under the section A-2 df Section 24 . 20 Goods ) which now reads : "Portable appliances ( that which can ried in the hand byy one person) - sales and services . Morse - University Street improvements - on motion of Councilman Cummings, seconded by Councilman DeMirjyn. On motion of Councilman Hartzell , seconded by Councilman Cummings , ent an agreement between the City and Donald Hanson and Jean Hanson; and ina the City and Dr. T. 11. Crittenden and Jean Crittendon for dedication and of right-of-way and improvements on Terracina Boulevard was approved by the City Council , with, the Mayor and City Clerk authorized to negotiate in behalf of the City. The Traffic Commission has recommended that , because of creating a traffic hazard with a sudden narrowing of the street , the seven-foot r widening of Center Street and two-foot widening of Cypress Street , t as required in Conditional Use Permit No. 108, not be done at this ng time. Ott motion of Cottncllman Cummings , seconded by Councilman Hartzell , Council moved to request Mr. Gerrard to sign the improve- ment ordinance agreement to widen the street at a later date ; that he install sidewalks at this time and repair the existing curbing. The relocation of street trees will. be at the discretion of the Park Superintendent . Bills and salaries were ordered paid as approved by the Finance Committee . No further business demanding attention at this time , on motion, the Council adjourned to tin adjourned regular meeting at 2-.00 P.M. , May 4, 1966.
