Martinez, Councilman The meeting was opened with the pledge of allegiance, f:c:a1.1owed by the invocation by Reverend Donald Wee hoff of the Bethany Reformed Church. Minutes of the regular meeting of June 7, .1.966, were approved as submitted. Colonel. Robert H. Mitchell, who will become Director of: Building and Safety beginning July 1., 1966, was introduced to Council by Mr. Wagner. ]TII Q S Mrs . David Duthie, 936 Carob Street, representing a group of property owners in the neighborhood of Carob and Monterey St:rr'eets, requested Council permission to allow a cooperative agreement be- tween adjacent property owners and the City for paving of Carob a Street Street: between Pac'i'fic and Kincaid Streets „ They request also a _dtla width of 30 feet between curbs with a five-foot easement adjacent to curb can either side for sidewalk and utilities - this being six feet Less than the present required minimum for residential streets . Following lengthy discussion, during which the assembled peti- tioners agreed unanimously to abide by a pr.oliibition of parking on the worth side of Carob between Pacific. and. That the vacation of that portion of fern Avenue between Redland Boulevard and Citrus Avenue--Street. Vacation No. 50--be approved su"bject to the requirements of the various departments, and add- ing Planning Department recommendation No. 3 : Turn-around facilw it; es to be provided at the end of the parking Leat entering from Citrus Avenue. Can motion of Councilman Cummings, seconded by Councilman Martinez, this recommendation of the Planning Commis- sion was adopted by the City Council, and. Resolution No. 2327, a resolution of the City of Redlands declaring intention to vacate a portion of Berri Avenue, was presented, with public hearing set for 7 : 00 P.M. , July 19, 1966 . Councilman Cummings brought to the attention of the Council mo- bile signs and subdivision signs that he had recently seem that are not in conformance with the Sign ordinance. After some dis- cussion, the Councilinstructed the Planning Departme=nt to study the matter and perhaps suggest proposed amendments to the Sign Ordinance. Councilman DeMirjyn read, a Letter from the U.S . Department. of Agriculture regarding a proposed soil survey to be conducted by the Department within m the City of Redlands . The only cost to talae City would be a fee to help cover the cost of publishing the report. He will follow up on this matter and report back to the Council . That the request of Nick Gonzales for permission to sign the offsite improvement agreement in lieu of installation of curb, gutter and sidewalk, as provided for in Ordinance No. 11.9.3, for property known as 1238 Herald Street, be approved as applies to sidewalks because no sidewalks exist on the block at this time. The present .night-of-way on Herald Street is slightly subsgandar at 57 . 58 feet, but is felt to be satisfactory. The Advisory Corn: mit:tee recommends installation of curb and gutter at this time i alignment with a recently installed portion., approximately 200 feet south, to improve drainage and cleaning of street., and also recons ends removal of one tree. Can motion of Councilman Cumarin seconded by Councilman DeMirjyn, the recommendation of the Advis, Committee was adopted by the City Council . TRAFFIC COMMISSION RECOMMENDATIONS At a, regular meeting of the Traffic Commission on June 1.6, 1966,. following recommendations were submitted for Council,. cons.iderati, SECTION ONE: Pursuant to Article 675, Section 678. 3 of the Resolution RedlandsTraffic ordinance: No. 2526 To establish a twelve (12) minute green zone on south side of Citrus from a point approximately 1.60 ' east of east curly Trafficof of Sixth Street: to a point approximately1,80 ' eastof east curbl_ine of Sixth Street. SECTION TWO: Pursuant to Article 677, Section 677 . 9 (b) of the Redlands Traffic ordinance To permit the removal_ of a red zonae on the sough side of State Street from a point. approximately 7 ' east of east c.u.rbli.ne of 'Third Street to a point approximately 21 ' east of east garb of Third Street. SECTION THREE: Pursuant to Article 677 , Section 677 . 9 (a) of the Redlyands Traffic ordinance and Article 621., Section 621.1 of the Meter ordinance: To estab."Lish a two 2) hour parking limit on the sough side Councilman Hartzell, seconded. by Councilman Cummings . CCATIONS Mr. Wagner read a letter from Mrs . Patricia. Paulus to Councilman Martinez which outlined the program of a recently organized rou ) of ll_e local citizens interested in maintaining and developing bridle trails il_s to be utilized for a, wide variety of athletic purposes . Mr. Wagner presented to Council the engineering steady for providing sewer service to the Marigold raarms areawith the possible addition of the area. between Nevada and. On motion of Councilman Cummings, seconded by Councilman Hartzell,, as ement easement to the City of Redlands from Citation Construction Company yside for Sunnyside extending from Clifton Avenue to Smiley Heights , was accepted with the Mayor authorized to execute the Certificate of Acceptance in behalf of the City. Two Chant Deeds from the University of Redlands to the Cite for t Deeds street purposes - one in connection with the 11'ruesdalea Speech Center, ersi.t y C.U.P. No, :1..1"7 , and the other with construction at, orange Street and edlands Colton Avenue - C.R.A. No. 1.94, accepted on motion of Coa:anc loran Hartzell-, seconded. by Councilman DeMirjyn, with the Mayor aaathorized to execute the Certificate of Acceptance in behalf of the City.
