The meeting was opened with the pledge of allegiance, followed ba
invocation by Councilman Jack B . Cununangs .
Vice-Mayor Hartzell welcomed a large group of students from the
1:figh School Student Government class of Mr. Robert :Perp and con °rz
F..1-rese young people e cin their interest in government and urged there
continue their studies in this area ,so that they could one day tal
active part in government.
Minutes of the Council, meeting of September 6, 1966, were approve(
submitted.

This being the time and place advertised for public hearing on
Ordinance No. 1320, an ordinance of the. City of Redlands adopting
Crdiriance establishing rules and regulations for electrical installations wa
ice and M-2 districts, the meeting was declared open as a public hearing for
any comments relative to this ordinance. None being forthcoming the
public hearing was declared. closed. Councilman Martinez moved that
Ordinance No. 1321.. be adopte=d with waiver of the reading in full. Motion
seconded by Councilman DeMi.r yn and carried.
A public hearing was also advertised on Ordinance No. 1.322, an ordinance
ice of the City of Redlands relating to the acquisition of stocks and water

rights by the City. Vice-Mayor Hartzell at this time declared the meeting
open for a public hearing for comments relative to this ordinance. None
being forthcoming, the greeting was declared closed. On motion of
Councilman Cummings, seconded by Councilman Martinez, ordinance No. 1322
was adopted by the City Council with waiver of the reading in full.
�G COMMISSION RECOMMENDATIONS
As considered by the City Council at: a regular meeting thereof held
September 20, 1960, at 3: 00 P.M.

Tentative :Map - Tract No. 7700 - G. H. Fuller
That the tentative map of Tract No. 7790, located can the east side of
Center Street approximately 370 feet south. of Cypress Avenue - Zane
be approved subject to the recommendations of all departments as contained ,
in Planning Commission minutes dared September 13, 1966, but amending
engineering division recommendation 2a to change the right-cif-way of
Clifton Avenue froin 60 to 50 Feet, and in accordance with the amended lot
line adjustments shown in red on the reap, and amending water divisiol
requirement No. 2 to allow applicant credit for five miners ' inch days
for two houses to be :removed. On motion of Councilman Martinez, seconded
day Councilman Cummings, the recommendation of the Planning ConTnission was
adopted by the City Council .

No council act=ion was required on this item, however, a group of citizens
from the southeast section of Redlands addressed the Council concerning
this matter.
Attorney Taylor stated that machinery had been established in the recently
adopted. Ordinance No. 1310 to allow for appeal to the Council. relative to
decisions of the Planning Commission, and recommended that this matter be
presented to Council in accordance with Section 32. 20, Article t;, of that
ordinance.
Mr. Max Creston, who had prepared a presentation for COUnc.il., stated that

have it avail..able to both parties involved , the Mayor will determines the ,

Motion seconded. by Councilman DeMirjyn and carried..
Conditional Use Permit No. .106 - Puin Corp. Time Extension
That a time extension of one year be granted for C.U.P. No. 106 to
September 28, 1967 . On motion of Councilman Martinez, seconded by
Councilman DeMirjyn this request was set over pending the -rearing referred,
to in Item 2 above, and proponent shall not be prejudiced by the e=xtension
PARK COMMISSION RECOMMENDATIONS
Councilman Cummings read a report concerning the burning of palm €
Palm Tree since July 1, 1. 66 He emphasized the added cost, incurred to the
burning

Councilman Cummings also recommended that consideration be given

City Manager Merritt presented a letter from ervcazrCataca

Vice--Mayor Hartzell reminded the Council of the invitation by the
Redlands Masonic Lodge to the ceremony of dedication and corner--sl
laying of the Moore Junior High School, to be held on 8epte er 3(
Vice Hartzell commended Mr. W. C. Schindler and Mr. William
who recently received Master of Science degrees from the Univers _t
Southern California.

City Manager :Merritt presented Resolution No. 2553, a resolution c

an estimate of the population of Redlands, as of October 1, 1966.
Ds general fund unbudgeted surplus to the Parking District fund., in order to

was given on motion of Councilman Cummings, seconded by Councilman
Martinez.
Mr. Zafon Hartman at this time reported to Council that, ld?, spaces are

City Manager Merritt presented Resolution No. 2554, a resolut-ion of the
tion. City of Redlands establishing salary schedules and compensation plan for

City employees. This resolution establishes a one-half step raise across
ry the board for all City employees . On motion of Councilman Cummings ,
seconded by Councilman Martinez, Resolution No. 2554 was adopted by the
Council, to become effective September 1.0, and the added provision made
that the salary schedule will be reconsidered in i-anuary for a possible
additional 2-,� per cent increase.
Manager Merritt made the following presentation relative to tine employees '

ice benefit be restored at the rate of $1, 000 annually at any time an employee

seconded by Councilman Cummings, these additional benefi

Committee.
There being no further business demanding attention at this time,
